Duties

Rangeland Program Administration / Professional Expertise (AMPs, working with Ranchers, LHA, Monitoring, Use Supervision) Conducts studies to address rangeland management concerns and objectives. Participates in monitoring and surveying activities that may impact sensitive shrub and grasslands. Serves as principal specialist for development and revision of allotment management plans. Serves as principal author/editor of written products coming out of the allotment evaluation process. Provides input to interdisciplinary reports, environmental assessments, and protective stipulations for rangeland and grass-like ecosystems. Prepares, evaluates and conducts ecological analyses of public rangeland projects. Develops and implements Allotment Management Plans (AMPs). Develops, maintains and revises planning documents in the district/field office for the range program in accordance with established Bureau planning schedules. Serves as a rangeland resource consultant and advisor to numerous ranchers, farmers, and other land users in an assigned area. Processes protests and appeals, prepares casework in preparation for hearings, and appears as an expert witness when necessary. Works with management to coordinate with local Tribal Councils, State agencies, special interest groups, other federal agencies and the public concerned with the proper protection and conservation of rangeland ecosystems.

Qualifications

Basic Requirements for the 0454 Rangeland Management Series: Degree: range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows: Range Management - At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning. Directly Related Plant, Animal, and Soil Sciences - At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable. Related Resource Management Studies - At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management. OR Combination of Education and Experience: at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown in A above, plus appropriate experience or additional education. Minimum Qualifications for the 0454 Rangeland Management Series at the GS-07: You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: Assisting in preparing, evaluating and conducting biological analyses of public rangeland projects. Developing conservation plans. Assisting in designing technical surveys. Performing work on rangeland construction projects. OR You must possess one year of progressively higher-level graduate education leading to a master's degree OR master's or equivalent graduate degree in a related field as listed above in the basic requirements. OR You must possess an equivalent combination of the type and level of experience and education described above OR Superior Academic Achievement (S.A.A.) with a bachelor's degree for the 0454 Rangeland Management Specialist Series at the GS-07: S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled based on the courses listed above in the basic requirements. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Election to membership in a national scholastic honor society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed at this link: Association of College Honor Societies (external link). Reviewing range permits and applications to ensure compliance with appropriate federal law. Properly documenting and mitigating impacts to rangeland ecosystems. Assisting in development of Allotment Management Plans (AMPs). Providing basic input to interdisciplinary reports, environmental assessments, and protective stipulations for rangeland ecosystems. OR You must possess two years of progressively higher-level graduate education leading to a master's degree OR master's or equivalent graduate degree in a related field as listed above in the basic requirements. OR You must possess an equivalent combination of the type and level of experience and education described above Minimum Qualifications for the 0454 Rangeland Management Series at the GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Preparing, evaluating, and conducting biological analyses of public rangeland projects. Reviewing range permits and applications to ensure compliance with appropriate federal law. Properly documenting and mitigating impacts to rangeland ecosystems. Assisting in development of Allotment Management Plans (AMPs). Preparing interdisciplinary reports, environmental assessments, and protective stipulations for rangeland ecosystems. Participating in the gathering, analysis, interpretation, and evaluation of monitoring data to determine if land use objectives are being met. Authorizing livestock use, processing transfers, performing case file updates, and executing unauthorized use actions and range use adjustments. OR You must possess three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a related field as listed above in the basic requirements. OR You must possess an equivalent combination of the type and level of experience and education described above. Experience Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
