This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Manages and plans how services are delivered and contribute to the process of strategic planning, influencing, and responding to organizational priorities. Involves responsibility for creating an annual Whole Health system strategic plan, identifying Whole Health system development priorities. Provides service leadership to the veteran and employee Whole Health system implementation and sustainment. Plans and directs the educational and clinical experience of any potential student interns, residents, and/or fellows assigned to the Whole Health System. Assumes a leadership role in the development and implementation of the Whole Health System's performance improvement plan. Advocates for the Whole Health System with VHA leadership and the medical community and selecting official of Whole Health System team members. Provides clinical input and oversight for all patient treatment plans. Keeps the Whole Health System team apprised of medical care advances and practice standards. Collaborates with other Whole Health System Directors, VISN leadership, and VA Central Office staff on program development issues. Creates strategic partnerships with VHA facility program directors and service line chiefs. Creates strategic partnerships with community organizations in order to promote health and well-being offerings within the community. Chairs Whole Health Steering Committee and provides oversight to supervisors of 3 elements of Whole Health System. Provides direct line supervision to program coordinator/specialist for Whole Health System. Maintains inventory of Complimentary Integrated Health approaches offered at VHA facility. Occupies the lead management role within the Whole Health System. Supports clinical training and continuing professional development throughout the Whole Health System team. Works closely with management team colleagues and senior clinicians on the recruitment of permanent, temporary and locum staff. Ensures effective advice to the Service line ACOS, service line chief, and executive team. Develops and executes Whole Health Business Plan for the medical center. Develops annual budgetary report based on quality activity and financial information and projections. Promotes and develops measures to enable the Clinical Director of Whole Health to monitor Whole health system, staff individual performance, and to assess clinical outcomes. Addresses performance issues at an individual, team, and Program Manager/Coordinator level. Provides a full range of clinical services, including services such as mindfulness, meditation, stress management, Cognitive Behavioral Therapy, health behavior interventions, biofeedback, and integrative health education. Directs all aspects of clinical Whole Health services in the program, including those conducted by trainees and staff. Provides daily oversight of the Volunteer Service departments. Acts as an advisor to the Medical Center Director, Associate Medical Center Director, Chief of Staff, Associate Director for Patient Care Services. Participates with the Executive Leadership Team in the development and implementation of both long and short-range strategies, policies and objectives, and the successful integration of policies concerning both the administrative and clinical aspects of the service line. Plans and assigns work to subordinate staff, establishes guidelines and performance expectations for staff which are communicated through the formal performance appraisal program, advises staff on work and administrative matters, resolves informal complaints and grievances, counseling subordinates and effecting disciplinary measures, ensuring employees are trained, and participating in the interview/ selection process for vacant positions. Coordinates the development, implementation, evaluation and improvement processes and procedures to monitor the effectiveness, efficiency and productivity of the services provided by the department. Manages improvement efforts for relevant SAIL metrics (patient satisfaction, employee satisfaction, etc.). Establishes or coordinates community relations and engagement program resource estimates. Ensures internal administrative controls and reporting have been established to provide reasonable assurance that government and donated resources are protected against fraud, waste, mismanagement, or misappropriation. Complies with all acquisition regulations, both Federal and VA. Ensures that cardholders adhere to these procurement requirements. Qualifications

Basic Requirements: United States Citizenship Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. Education Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. Grade Determinations: Licensed Professional Mental Health Counselor Program Manager, GS-14 Experience In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-13 grade level. They must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. Demonstrated Knowledge, Skills, and Abilities In addition to meeting the KSAs for the GS-13 grade level, the candidate must demonstrate all of the KSAs below: 1. Advanced knowledge and skill in management/administration of multidisciplinary mental health programs at complex facilities and/or across multiple sites which includes supervision, consultation, negotiation, and monitoring. 2. Demonstrated global knowledge of mental health counseling practice to develop, maintain, and oversee programs in all settings. 3. Ability to provide consultation on policy implementation, qualification standards, counseling practice, and competency with medical center director, VISN, or national program managers that are consistent with organizational goals and objectives. 4. Advanced knowledge of evidence-based practices and mental health practice guidelines in multiple professional areas, and the ability to use these resources to guide the program staff in providing appropriate treatment interventions. 5. Ability to influence high level officials in adoption of, and conformance to, performance measures, monitors, and other policy guidelines. AND GS-13 KSAs 1. Ability to make judgments and decisions associated with program management. 2. Ability to monitor program outcomes using data driven quality assurance process. 3. Ability to develop productivity standards appropriate to each service provided. 4. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs. Some walking between buildings to other offices, carrying/lifting small and/or lightweight office equipment, books, manuals, charts, and supplies. Standing and bending, may carry lightweight items. Work involves working with computers and office equipment. Extended periods of sitting and telephone calling. Moderate lifting, 15-44 pounds; light carrying, under 15 pounds; use of fingers; walking 1 hour, standing 2 hours; repeated bending 1 hour; ability for rapid mental and muscular coordination simultaneously; read fine print; hearing ( aid permitted); keyboarding; working closely with others. Stamina and concentration to meet crucial deadlines is required. Keen hearing and distinct speech are essential due to the extensive use of the telephone as a means of communication. May be certain amount of mental strain due to time constraints. Ability to handle stressful situations and deal with Veterans and employees who may be disgruntled or emotionally elevated. Requires an ability to remain calm and deescalate agitated customers with diplomacy and tact.
