This position is in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Business Operations Center (BOC), Office of Support Services (OSS). The OSS provides service contracts oversight, personnel and financial program management, and human resource services for BOC office and program offices.
This position is outside the bargaining unit.
Duties
The selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Current DOL policy requires on-site work at least 5 days per pay period.
Major duties at the GS-14 level include but are not limited to the following:
Oversee the planning, implementation, and administration of major, department-wide administrative and management initiatives and programs.
Liaise with various department stakeholders to accomplish the objectives of the agency's human capital needs.
Serve as the agency point of contact for the Office of Human Resources (OHR).
Review human capital and human resources activities to determine the impact, efficiency, and effectiveness of program operations
Review and evaluate process, advise BOC leadership of major projects that should be initiated, dropped, or changed.
Manage an annual hiring plan which includes considerations for succession planning, new positions, and anticipated vacancies.
Serve on or advise management team on union activities.
Serve as the primary point of contact with OHR for all HR actions and maintain and update organization charts.
Assess the impact of staff and the effect on planning, management, and operations of OSS.
Provide expert technical advice to leadership on planning, human resources, program operations, and policies.
Receive, screen, review, prioritize, and perform detailed analysis of incoming correspondence in the Correspondence Tracking System (CTS).
Route incoming correspondence to appropriate office for response and information.
Prepare paper-based and electronic correspondence to outgoing clearance requests and track status of responses to incoming and outgoing correspondence.
Develop policies and strategies supporting implementation and administration of personnel and strategic plans.
Coordinate with management on all recruitment, staffing, other OHR activities.
Advise managers and employees on the BOC and DOL staffing and recruitment processes and procedures.
Provide guidance to managers and employees on payroll issues.
Establish policies, procedures, and control for travel and ensure proper auditing of travel card usage.
Develop and execute performance awards and coordinate BOC's honor awards nominations.
Prepare periodic and ad hoc Human Resources reports.
Review and analyzes the Federal Employee Viewpoint Survey to identify trends and barriers.
Track, analyze, and advise leadership on resource execution for a complex variety of funding sources.
Develop documentation to defend resource requirements with leadership and congressional staff.
Incorporates trends analysis of program requirements into policy and resource recommendations.
Provide agency advice and guidance on the department's labor relations (ER/LR) program policies, grievance process and appeals.
Perform other duties as assigned.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Specialized Experience to qualify for Management and Program Analyst, as described below.
For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-14 includes: Experience in Human Resource processes, policies and procedures to provide sound and authoritative technical guidance; Experience in a correspondence tracking system; Experience in interpreting and communicating travel policies and strategies in support of implementation and administration of personnel and strategic plans.
