About the Position: Serve as a Contract Specialist with the Army Contracting Command located at Redstone Arsenal, Alabama. Will serve as Contract Specialist, Negotiator, OR Contracting Officer within the Mission Support Directorate Post Award DIV.

Duties

Serve as a Senior Contract Specialist/Contracting Officer. Utilize classified contracting procedures for acquisition planning, formulating negotiation strategy, developing negotiation objectives, negotiating all types of contracts, execution and contract administration for complex classified acquisitions. Responsible for interfacing with Program Executive Offices, Requiring Activities and Prime contractors to ensure contract requirements are fulfilled while operating independently with little oversight, prioritizing and organizing assigned workload. Review contract requirements packages for completeness to include the scope of work, independent cost estimates and evaluation criteria. Serve as Negotiation Leader for the government during complex contract negotiations that commit a sizeable portion of the commands resources. Prepare designated price and cost analysis in accordance with current command regulations and policy. Perform contract management and administration during the post-award contract phase on both sole source contracts and IDIQ contracts including issuing task/delivery orders on IDIQ contracts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification or Contracting Professional within 36 months of entrance on duty.
  • Must submit Financial Disclosure Report, OGE 450, upon entry into position and annually thereafter.
  • Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
  • Business travel required 5% of the time.

Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: One year of specialized experience which includes:1) performing pre-award or post-award procurement functions involving complex contracts; (2) negotiating contract prices, terms and conditions to evaluate cost analysis; AND (3) Implementing contractual regulatory guidance and processes for the procurement of goods services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education cannot be substituted for experience You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementContracting/ProcurementInfluencing/Negotiating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
