This position serves as a team member of the VA Central California Healthcare System, Primary Care Service and is assigned to the Community Based Outpatient Clinic (CBOC) in Visalia, California. The incumbent is directly responsible for the clinical laboratory/phlebotomy services at the CBOC.
Duties

Duties include but are not limited to:
Manages walk-in phlebotomy services and is responsible for laboratory testing activities associated with these services.
Verifies, collects, labels, processes and tests lab specimens.
Performs inventorying and ordering laboratory supplies with supply department.
Assists with patient care procedures such as checking in patients for Primary Care providers, securing patient's confidence/cooperation, set up and operate medical equipment, and assist staff with or performing diagnostic procedures, as well as expanding performing diagnostic tests and procedures, i.e., taking vitals, making gross visual observations and identifying subtle changes regarding the patient's condition, using hot and cold packs, assisting with changing sterile dressings.
Receives/interprets requests for procedures.
Documents patient complains and/or history of patient illness, communicating with Patient Aligned Care Team (PACT) members, and any other repetitive procedures used to diagnose and treat medical conditions in a patient access/clinical flow setting.
Provides administrative coverage during a temporary absence of an assigned staff member or a critical need as assigned by supervisor to include maintaining front desk activities, answering telephone calls, setting appointments, managing secure messaging, running reports, handling complaints within his/her sphere of influence and assisting in the overall clinical/managerial workload.
Maintains workload data as needed and will submit to clinic manager when necessary.
Other related duties as assigned.

DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.
Qualifications
MINIMUM QUALIFICATIONS GS-06: One year of specialized experience equivalent to at least the GS-05 grade level in Federal service performing technical medical laboratory support work such as: performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings; or technical support work in a closely related field, e.g., biological laboratory technician work that required application of the methods and techniques for the position to be filled. This experience must be documented in your resume to receive credit. ~OR~
Successful completion of at least one-half year of graduate level education (9 semester hours above a bachelor's degree) or an internship in course matter that must include courses directly related to the work of the position such as chemistry, biological sciences, hematology, microbiology, serology, etc. This education must have been obtained in an accredited college or university. An equivalent combination of successfully completed graduate level education and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses directly related to the work of the Medical Technician position such as chemistry, biological sciences, hematology, microbiology, serology, etc. and must have been obtained in an accredited college or university. Your experience must be detailed in your resume and transcripts required.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The incumbent must have the ability to stand and walk for prolonged periods. There must also be a high degree of eye - hand coordination when performing phlebotomy functions.
