Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as providing accounting and/or financial management services. Experience ensuring payment requests align with approved budget/workplan and are in accordance with grant policy and regulations.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
Ability to interpret and apply federal financial management policies, directives, and statutes.
Knowledge of budget planning for program grants and financial and technical assistance programs.
Knowledge of assistance agreement funding mechanisms, cash management, procurement, and audit techniques necessary to evaluate compliance with federal standards for administration of assistance agreements and federal funds.
Ability to make recommendations relating to accounting policies and issues.
Ability to use consultation and persuasion in resolving complex problems which could impact cooperative intra-Agency as well as Agency/recipient relationships.
Skill in written communication.
Skill in oral communication.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
