This position is located in the Drug Enforcement Administration (DEA), Los Angeles, CA. The purpose of this position is to coordinate and direct all financial transactions recorded by the Division in DEA's accounting system while serving the financial needs of the Division, while ensuring all transactions adhere to generally accepted accounting principles and comply with federal rules, regulations, and policies.

Duties

As a Accountant, your typical work assignments may include: Providing liaison support between the Headquarters (HQ) and Division customers on various ongoing and emerging initiatives. Analyzing and evaluating relationships between financial and accounting operating programs and the financial state of the organization. Recommending and revising annual and supplemental funding requests. Reviewing accounting records and program funds for compliance and accuracy. Monitoring transactions flowing through DEA's financial management system, and ensure personnel are accurately processing, supporting, and posting financial data. Providing proactive and timely coordination of year-end closeout process to DEA and customers in the Area of Responsibility.

Qualifications

Applicants must meet all of the required qualification requirements described below by the closing of this announcement. If you are qualifying based on education or if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. Basic Qualification Requirements: The Accounting Series 0510 has Individual Occupational Requirements (IORs), which must be met in addition to the specialized experience. A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. You must submit transcripts as proof of education or of certification to be considered for this position. AND Specialized Experience: GS-12: One year of experience (equivalent to at least the GS-11 level or pay band in the Federal service) that includes performing the following duties: 1) Applying accounting laws, principles, systems, policies, methods, and practices to provide comprehensive guidance to managers, employees and/or customers; 2) Analyzing and evaluating reports from financial systems; 3) Gathering financial data from various sources related to a specific financial issue; and, 4) Researching accounting policies and laws to resolve complex and common issues. GS-13: One year of experience (equivalent to at least the GS-12 level or pay band in the Federal service) that includes performing the following duties: 1) Examining accounting documents for proper accounting classification and authorization; 2) Performing reconciliations; 3) Analyzing a variety of costs for allowability; 4) Developing and analyzing the adequacy of budget estimates; 5) Preparing complex financial reports; and, 6) Analyzing financial and statistical data. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
