Serves as the Logistics Management Specialist with responsibility for direction and control of logistics planning that includes multiple activities and may include geographically separated areas where no supply chain management personnel are assigned. The primary purpose of this position is to direct, develop and implement policy programs and procedures for accurate management of Supply Chain Management (SCM) planning. Provides administrative and technical oversight to a lower-graded specialist.
Duties
Duties include, but may not be limited to the following:
Integration:
Resolves or contributes to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities.
Serves as an integrator and/or facilitator for contact with supply chain management customers, ensuring Supply Chain Management Service is positioned to serve the full range of supply chain needs.
Establishes procedures for the integrated efforts of SCM operations with services through out the VAMC and supported activities for mission essential deployment of SCM EMRT planning through out the VAMC and supported activities for mission essential deployment of SCM EMRT planning.
Ensures that all assigned personnel and equipment are properly identified and prepared for deployment during simulated and actual emergency response exercises.
Trains, plans and controls the movement of personnel and equipment during simulated and actual emergency response exercises.
Performs logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems.
Develops designated supply input for fiscal year and long-range plans and programs, analyzing material for reasonableness, consistency, and validity of various assumptions. Streamline budgets while providing quality supplies and products.
Prepares detailed reports; outline initiatives, evaluate results, recommendations and proposed plans for implementing cost saving methods.
Analytics:
Analyzes the effectiveness of the supply chain and supported services.
Develops ongoing strategic analyses across supply chain activities and takes action for improvements.
Researches and studies private industry as well as Department of Veteran Affairs best practices to develop and apply concepts that best fit and support Supply Chain requirements.
Provides technical assistance within the areas of logistics planning, logistics integration, support and requirements; including supply, procurement, disposal and reutilization, hazmat handling, storage and stock age, logistics data and information, order fulfillment, discrepancy reporting and returns processing, procurement, contracting, production, finance, requirements determination and other collaborative demand planning, transportation, cataloging, provisioning, storage, and distribution.
Training and Customer Service:
Develops logistics and SCM training opportunities and customer supply chain systems, programs, support offerings, supplies and services to collaborative partners and customers.
Plans, develops, directs and conducts train log for the SCM teams.
Develops and schedules training courses and approves lesson plans developed by functional areas.
Work Schedule: Monday - Friday 7:30 am - 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a team lead or senior specialist in supply chain management, assisting with the direction and control of logistics planning; analyze product delivery or supply chain processes to identify or recommend changes; performing data analysis, and statistical analysis to identify improvement opportunities. This position requires some degree of specialized knowledge and experience of logistics support activities in areas of acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations.

Physical Requirements:
Work is primarily sedentary, although some slight physical effort may be required.
