The primary purpose of this position is to serve as Senior Joint Operations Center (JOC) Qualifications Training Instructor responsible of overseeing work of nonsupervisory team members assigned to JOC Training Branch, Qualification Training Division, Joint Training, Exercises & Wargaming Directorate, North American Aerospace Defense Command & US Northern Command.

Duties

Serves as a Chief of Operations (CHOPS) qualifications training specialist. Serves as the JOC qualification training instructor team lead. Responsible for the evaluation of instructional programs and student development requirements. Serves as a qualified JOC Watchstander, supporting operational capability sustainment for North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM) current operations. Serves as a focal point for Qualification Training.

Qualifications

CONDITIONS OF EMPLOYMENT CONTINUED: This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY). Employee may be required to work non-traditional duty hours and/or be "on call" after normal duty hours, which may include evenings, weekends, and holidays. Shift work is necessary during exercises, crises, or contingencies. Incumbent may be required to support extended hours and 24-hour operations as directed. Work may require employee to drive a government motor vehicle due to frequent travel to and from Cheyenne Mountain Space Force Station. A valid driver's license is required for this position. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. Incumbent is required to complete Initial Qualification Training, JOC Mission Qualification Training, Mission Certification Training and/or JOC on-the-job training, depending on specific position requirements. As a condition of employment, the incumbent is required to maintain certification with annual evaluations. As part of maintaining crew qualification, incumbent is required work at least two (2) day shifts, two (2) swing shifts, and two (2) mid shifts every six (6) months. Physical/Medical examination is required as a condition of employment for pre-employment and as required, during employment. Incumbent must meet the requirements specified on the SF78, Certificate of Medical Examination and be able to continually perform the physical requirements of the duties. Any physical/mental condition that would cause the applicant to be a hazard to themselves or others is disqualifying. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 1712 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Joint operations training and exercise programs. 2. Knowledge of the mission, roles, functions, organizational structures, doctrine, and concept of operations of DOD and Joint organizations supporting Homeland Defense (HD) and Defense Support of Civil Authorities (DSCA) missions to provide command level staff guidance and/or qualification training. Knowledge of the principles and practices of team building to lead a team of instructors and contractors in the planning and execution of multiple qualification training functions. 3. Ability to plan and adjust work operations and meet program requirements/objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. 4. Ability to manage the identification, development, and provision of relevant training deliverables. Ability to research and develop and address shortfalls and adjustments to training. Ability to evaluate new training requirements, anticipate future training requirements, and develop curriculum based on the outcome of real-world events. 5. Skill in making critical characterization judgments, formulate recommendations that may have major national impact/consequences and transmit those recommendations to very high levels of national authority during high stress and time-critical operations. 6. Knowledge of military strategic and tactical concepts, principles, processes within watch domains. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
