This position is in Region 3, Superfund and Emergency Management Division, Preparedness and Response Branch, Preparedness and Response Section. About Region 3: R3 This is an office-centered position*--you must physically report to the duty station stated in this announcement on a regular basis.*EPA offers work-from-home and work schedule flexibilities as described in the Benefits section.

Qualifications

NOTE:  You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-11 level, you must have one of the following: 1 year of full-time* specialized experience equivalent to at least the GS-09 level defined as providing contractor oversight and logistical support to program management and site leadership at emergency and environmental cleanup sites under various environmental laws and authorities D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position equivalent combination of education and experience To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as providing contractor oversight and logistical support to program management and site leadership at emergency and environmental cleanup sites under various environmental laws and authorities; and advising site leadership regarding financial management, obligation, and/or expenditure of contract funds. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of general accounting principles as applied to contractor cost accounting and control. Knowledge of various types of contracts and the different methods necessary for managing them. Knowledge of typical and routine business practices employed by Time and Materials contractors including cost management, subcontracting and equipment procurement. Knowledge of accounting principles and concepts. Skill in qualitative and quantitative analyses. Skill in oral communication. Knowledge of Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and the Oil Pollution Act (OPA). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
