Serve as a Project Manager in the National Park Service (NPS). The position supports Regions/parks in the formulation of projects for the management, maintenance, repair and construction of NPS facilities, including buildings, utilities, trails, roads and other physical assets. The incumbent will be principally working with funded projects. The incumbent may also provide project management expertise to funding sources for any high cost projects.
Duties
Responsible for initiating, establishing, guiding and controlling multiple NER design/construction project from inception through completion. Provide constant project evaluation against time-phased schedules and budget requirements, identifying problems and coordinating their solution with Project Team. Provides leadership in study, investiation and resolution of any design, scheduling, construction, prority setting, material, staffing, financial and/or budget problems to achieve goals. Participates in regional work sessions and the service wide Development Advisory Board or equivalent (e.g. Capital Investment Board) Participates in Value Analysis Workshops, and makes park, region, and design team (or equivalent) presentations on project needs, impacts, logistics, and temporary systems. Has primary responsibility for successful completion and execution of all assigned projects.
Serve as the primary point of contact for park, support office, region and program center staff regarding design and construction projects. Assists superintendents in determining project scope (goals, objectives, deliverables, reporting requirements work options/alternatives) and schedules. Assists superintendent in project budget formulation and execution (planning/design/construction cost estimates, financing procedures). Serve as the technical POC for an integrated professional team regarding line item construction and park direct charge projects; determines project/contract schedules (timetables/milestones); coordinate all core team work efforts and project deliverables. Provides leadership in the completion of project work done by Project Specialist.
Conducts design/construction project briefings. Prepares Development Advisory Board or equivalent (e.g. Capital Investment Board) submittals. Assists in preparing project agreements. Makes park, region, and design team (or equivalent) presentations on project needs, impacts, logistics, and temporary systems. Develops and updates project capital asset plans and spending plans. Responds to project information requests.
Identifies discipline needs and selection criteria for A/E IDIQ selection. Participates in the selection process for A/E contractors, construction management services and construction contracts. Knowledge of A/E contracting procedures and policies. Serve as a Contracting Officers Representative (COR) or as the alternate COR as required. Works with A/E and/or CM firms and construction contractor to resolve outstanding project issues. Assists in identifying discipline needs and selection criteria for A/E IDIQ selection. Provides technical guidance relating to A/E contracting procedures and policies. Assists in negotiating A/E services, construction management services, and construction contracts.
Ability to use project management software to collect, analyze, calculate, and report project data. Ability to use computer applications to manage multiple multi-discipline projects. Ability to use project management software to establish critical project milestones and to schedule and coordinate project phases. Works with MS Project, Excel, Word and PowerPoint.

For the Landscape Architect, (0807) series you must possess: A bachelor's or higher degree in Landscape Architecture or Landscape Design.
OR
A combination of education and experience that when combined equals four years. For each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.
For the Architect, (0808) series you must possess: An Architecture Degree.
OR
Degree in a related field that included 60 semester hours of coursework in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Degree in architectural engineering, provided the completed course work in architectural engineering provided knowledge, skills, and abilities equivalent to those provided in an architecture or architectural engineering curriculum.
OR
1 year of experience in architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
In addition to meeting the basic education requirements, you must possessone year of specialized experience equivalent to GS-11 level (obtained in either the public or private sectors): Communication and problem-solving skills in negotiating, facilitating, motivating, persuading, problem identification and resolution, conflict resolution, anticipating and avoiding problems and providing leadership to accomplish work through others for design and construction projects.
