This position is located at Bureau of the Fiscal Service, Managing Director, Management, Modernization and Customer Care. As a Special Programs Project Manager, you will manage and oversee special project work carried out by this position will directly support quality execution of top priority initiatives and service delivery projects in ARC portfolio. .

Duties

As a Special Programs Project Manager, you will: Lead and participate in highly important projects to develop a program baseline for the special programs, which includes assessment and determination of technical requirements, contractual documents, risk posture, and cost and schedule baselines. Act as resource for the Special Programs Executive Sponsor in overseeing the planning and tracking of the special program's progress and performance, as well as reporting to senior executive level stakeholders within both Fiscal Service and external customer organizations and is responsible for internal and external stakeholder communications. Plan and carry out largely undefined initiative project management activities that require interpreting and determining the intent of new or revised legislation, and also develop policies and procedures that ensure continued compliance with project objectives. Advise on special programs management approach, which includes developing a special programs organizational structure with a vertical assignment, horizontal, or hybrid of the two approaches to the assignment of resources. The approach also includes activities such as planning and initiation project; detailed program decomposition; both internal and external program activities; and rolling wave planning and re-planning after requirements gathering and other key milestones are accomplished.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. For the GS-14 Specialized experience is one year of experience at the GS-13evel that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: - Executing project plans that require both improvement techniques as well as development of long range goals; AND - Developing and implementing comprehensive change management plans and tracking performance; AND - Developing, guiding, and maintaining customer relationships with internal or external stakeholders; AND - Experience demonstrating an understanding of current principles, concepts, laws, regulations, and policies relating to managing a project or program. AND - Composing oral or written presentations for delivery to stakeholders, managers, or senior officials. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.
