Vacancies will be filled in the following specialty areas:
Taxpayer Services Customer Assistance, Relationship and Education- Media and Publications, Distribution- Technology Program and Support - Alternative Media Center
The following are the duties of this position at the full working level.
The incumbent develops policies and procedures and establishes necessary program support requirements for centralized management, physical distribution and order fulfillment programs. Represents agency views and interests at various levels within and outside of the organization, including liaison with technical and professional associations and study groups.
Oversees the process of developing, installing, and/or advising on major financial or other management control programs for distribution operations for purposes such as controlling operations, determining distribution costs, planning and budgeting, and evaluating distribution management performance.
Performs other combinations of work that involve high level program management, or review and analysis. Makes recommendations for improvements in operations, programs, automated systems, methods, and/or procedures.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS - 13 : You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience with IRS organizational structures and responsibilities, Media and Publications, area distribution centers, service campuses and various field offices and their interrelationships to be able to recognize effective distribution patterns; Experience using program management requirements for distribution, in order to provide technical advice, guidance and assistance on distribution operations; Experience developing and/or recommending new or revised distribution policies and procedures; Experience with a wide range of analytical and evaluative methods and techniques to develop innovative solutions to complex problems and make recommendations for improvement where you will conduct long term planning and analysis to anticipate changing needs and how to best address them; Experience with computer systems and broad knowledge of various PC software applications for effective analysis; Experience with budget and procurement procedures; Experience using project management techniques to ensure projects are in control and resources are expended effectively; Experience with inter-relationships of operations to assess overall program cost, effectiveness, and staffing utilization
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
