The Primary purpose of this position is to perform and/or advise on applying, capturing, and accounting for funds used to accomplish complicated Air Force real property acquisition, military construction (MILCON), minor construction, maintenance and repair, management, utilization, and disposal actions.
Duties
Performs a wide range of complex real property functions relating to the acquisition, management, and disposal of government real property. Utilizes knowledge of Federal, State, Department of Defense (DoD), and Air Force laws, regulations, principles, policies, and practices to resolve complex issues with unusual combinations of diverse characteristics.
Responsible for real property inventory maintenance, reporting, and data analysis. Develops local procedures to ensure real property records are current/complete, and an accurate inventory of assets with supporting documentation is maintained.
Acquires interest in real property and use rights involving a combination of complicating factors. Determines the appropriate real property interest to be acquired, highest and best use of property, as well as technical guidance to satisfy the requirements for specific projects.
Determines need for and takes actions to out-grant property.
Disposes of excess buildings, facilities, systems, and infrastructure or land involving significant complicating factors such as historical and cultural concerns.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-09 or equivalent in other pay systems. Specialized experience includes the ability to performs a wide range of complex real property functions relating to the acquisition, management, and disposal of government real property. Process the ability to utilize Federal, State, Department of Defense (DoD), and Air Force laws, regulations, principles, policies, and practices to resolve complex issues with unusual combinations of diverse characteristics while conducting physical inventory to ensure accurate assignment information and/or compliance inspections of installation leased or federally owned facilities and accepts space/land use requests, reviews, and recommends use of federal land by other individuals, businesses or municipalities for diverse uses and/or new and realigned mission requests.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of complex real property principles, concepts, and practices; as well as agency, state, and local government procedures, and the appropriate statutes and policies.
2. Knowledge of property disposal policies and procedures, out-grant procedures, local market situations, and required documentation.
3. Knowledge of policies and procedures for real property documentation and records, as well as knowledge of common accounting and data analysis principles.
4. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations.
5. Ability to analyze space utilization requirements and make recommendations on reuse.
6. Ability to communicate effectively, both orally and in writing, using tact and diplomacy.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
