You will serve as an IT Specialist (APPSW) in the Commanding Officer, Command Operations Department, and Information Systems Division of FLEET READINESS CENTER SOUTHWEST.
This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will apply software engineering theories, concepts, practices, project management methods and concepts sufficient to manage the enterprise-wide implementation of new approaches to software development.
You will maintain personnel contacts throughout the local command structure, the Fleet, other governmental activities, and contractors' facilities in structure and informal forums.
You will prepare and present written and oral presentations to co-workers, and all levels of management within and outside the command.
You will maintain and troubleshoot various applications software at the enterprise level to support entities.
You will utilize information assurance policies and instructions to ensure the security and integrity of present or proposed application systems.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must reflect one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies: Attention to Detail, Customer Service, Oral Communication and Problem Solving.
In addition to the above four competencies, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-05) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Writes, tests, debugs, implements and maintains software application code and interfaces assuring the quality and functionally of the systems.
Ensures applications are consistent with policies.
Plans, coordinates and accomplishes studies to identify and determine current and future technical business process needs of the enterprise.
Modifies software code based on results of the software tests.

Education
The following education is qualifying:
1 full year of graduate level education or a bachelors degree with superior academic achievement in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management
or
degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
