You will serve as a GOVERNMENT FLIGHT REPRESENTATIVE in the T&E MANAGEMENT FOR PROGRAMS AND OPERATIONS DIVISION, GOVERNMENT FLIGHT REPRESENTATIVE BRANCH of NAVTESTWINGLANT NWCF.

Duties

You will be responsible for ensuring that contractor flight operations involving aircraft are conducted in a safe and efficient manner. You will ensure contractual obligations and procedures are adhered to, and that contractor personnel meet the appropriate Navy, DOD, and Civil Aviation qualifications and standards. You will approve contractor’s procedures for local operations ensuring appropriate practices and processes are in place to support safe and effective flight and/or maintenance operations. You will approve flights and aircrew, ensuring the purpose of the flights are contained within the scope and that standards are being followed in the planning, qualification, and execution of the flights. You will conduct periodic surveys of contractor flight and ground operations to detect adverse trends and reestablish procedural compliance with agreed upon methods. You will conduct initial review of contracts to ensure that accepted Navy, DOD, and civil aviation standards are included and adequately addressed as appropriate in order to identify areas of risk within the proposed flight program managed.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Currently or formerly served as an aviation rated U.S. Military officer, or Government civilian in an aviation position; 2) Reviewing, approving, and ensuring compliance with organization flight, ground, and aviation safety procedures, policies, and instructions; 3) Reviewing aircrew qualifications and approving individual flights; 4) Knowledge of the requirements and techniques applied to flight testing of modern aircraft and associated systems; 5) Working in industrial spaces during the conduct of flight operations with exposure to hazardous noise levels, vision hazards, and other potentially unsafe situations which may sometimes occur.
