Duties
This Program Analyst position is located Security Operations (SO), Compliance (COMP), Regional Operations Center (ROC), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Analyzes systems, processes and procedures for assigned program area(s). Guidelines and standard operating procedures (SOPs) exist and can be directly applied to the program operations.
Applies fundamental methods, principles and practices of qualitative and quantitative analytical and evaluative methods and techniques to identify issues that impact effectiveness and efficiency of program operations.
Compiles, tracks, and analyzes moderately complicated statistical and narrative data from a variety of sources to develop multiple regular and recurring reports.
Uses automated systems and databases to compile, track, and analyze statistical and narrative data.
Reviews and analyzes overall operational and administrative processes and operations and recommends improvements to close gaps in procedures, functions, and tasks.
Develops recommendations for resolution of non-controversial, factual, procedural and/or recurring issues for which there are one or more readily apparent solutions. Issues and problems that are sensitive, or outside existing guidelines are referred to the supervisor. The supervisor reviews proposals for technical soundness and confirms conclusions are supported by data and information.
Designs and conducts moderately complex studies or surveys where the issues under review involve proposed program changes, or improvements to systems or processes. Work is carried out independently, under the guidance of a senior personnel, or as a team member working on small projects.
Drafts detailed written policies or portions of policies, procedures, guidance and/or Standard Operating Procedures (SOPs) for assigned programs. Work includes recommendations and suggestions for improving program management efficiency and effectiveness.
Manages and maintains program records and files, which may include highly sensitive information; develops standard operating procedures for records management to comply with TSA records management requirements.
Interprets policy guidance and assists managers and employees in understanding how guidance should be applied to programs and operations. Explains program elements, options and flexibilities available to achieve objectives.
Researches new or revised business and management practices, policies and guidance, and provides recommendations to the management team on applicability and options for implementation to improve program operations.
Provides research, technical support, and information systems assistance to staff. Advises staff on methods and techniques to identify data required for management and direction of programs.
Serves as a technical specialist and conducts outreach and liaison activities with stakeholders for assigned program(s).
Assists in the development and implementation of training and instruction programs or activities to educate Agency personnel on assigned program(s). Develops instructional materials, handouts/guides, including technical information/specifications as appropriate, to support informational efforts.
Monitors and responds to questions and inquiries about assigned program(s) from Agency personnel and external individuals and entities.
Prepares and gives formal and informal presentations on program operations and activities for senior officials and management of external stakeholders.
Develops reports, informational summaries, briefings, and other written materials on program operations, or other topics as assigned, for a variety of audiences.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (F Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-F Pay Band (equivalent to GS-5/7/9), you must meet one of the qualification requirements (A, B, OR C) outlined below.
A. Experience: For those qualifying using experience, your application must clearly outline three (3) years of general experience, one year of which was equivalent to at least the SV-E pay band or the GS-4 grade level in the Federal service or equivalent experience in the private sector. Such experience will demonstrate the following:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; and
Plan and organize work; and
Communicate effectively orally and in writing.
OR
B. Education: A bachelor's or higher-level degree in any field from an accredited college or university.
OR
C. Combining Education and Experience: Combinations of successfully completed graduate level education and experience may be used to meet total qualification requirements for this position and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent.
To qualify for the SV-G pay band (equivalent to GS-11 grade level), an applicant must meet one of the qualification requirements (A, B, or C) outlined below:
A. Experience: You must have one year of specialized experience at the SV-F pay band or the GS-9 grade level in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is:
Conducting studies of work processes and identifying, analyzing, and recommending solutions to improve operational efficiency and effectiveness
Researching, evaluating and analyzing a variety of information and materials from a wide range of sources.
Using standard office automation programs and systems, databases, and computer applications to support data collection, analysis, and reporting.
OR
B. Education: Completion of a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; OR LL.M., if related.
OR
C. Combination of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the total qualifying experience as a percentage of the experience required for the pay band; then determining the education as a percentage of the education required for the pay band; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the pay band.
GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
