THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a Painter (Title 32) (Permanent), Position Description Number D1217000 and is part of the VA G4, National Guard.
Duties
As a Painting Worker (Title 32), WG-4102-09, you will perform the below duties:
Prepares surfaces (i.e., metal, wood and glass) by removing rust, paint, and loose particles. Sands and evens out dents and scars to assure a smooth and level surface using sanders, scrapers, sandpaper, wire brushes, and paint remover. Applies coatings to specified areas ensuring that that surfaces are free from skips, runs, and drips. Applies rustproof compound to areas such as splash panels, quarter panels, seams structural members, and underbody construction. Applies coatings using brushes, rollers, and spray paint equipment.
Prepares coating materials by tinting, toning, etching, blending, and mixing in various additives (i.e., retardants, hardeners, drying agents, and other additives). Applies prime, intermediate and final coats of semi-gloss, gloss and other paint, lacquer, enamel, varnish and shellac. Ensures that match, texture and appearance meet finish requirements. Replaces and applies markings/lettering as specified by appropriate manuals.
Applies coatings using acceptable methods of the trade to include special finishing techniques to achieve desired results. Reads and interprets blueprints when applying camouflage patterns. Replaces marking and letterings as specified by the appropriate manuals. Reads and interprets directions that relate to mixture, use, and application of various kinds of coating materials, solvents, and precoating agents.
Monitors and adjusts air pressures in paint booth, controls heat settings and drying times in drying booth to achieve proper surface adhesion of coatings. Completes records for paint usage and paint waste as per environmental regulations.
Applies Chemical Agent Reactive Coating (CARC) materials in accordance with specifications and dimensions. Manages workflow into the paint shop as assigned by the supervisor. Determines what jobs can be done in a series or if items need to be completed alone. Confers with the customer when needed to best achieve the desired results. Cleans and maintains painting equipment.
Performs other duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

NOTE: This position requires the applicant to be fitted for a respirator annually for daily use, to perform the duties of the position in accordance with OSHA standard 1910.134, AR 11-34 and Virginia Respiratory Protection? SOP. To maintain a proper fit, you must shave daily. Facial hair presents serious problems for tight-fitting face piece respirators because their texture and density vary daily, causing unreliable respirator to fit and, therefore, present a higher potential for leakage.

WHO CAN APPLY:
GROUP I - All qualified Male/Female Enlisted Personnel (E-1/PV1 - E-7/SFC) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II - All qualified Virginia Army National Guard Male/Female Enlisted Personnel (E-1/PV1 - E-7/SFC), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.
Military Grades: Enlisted Personnel (E-1/PV1 - E-7/SFC)
GENERAL EXPERIENCE: Experience or training which demonstrates the candidate's knowledge of surface preparation (removal of rust, dirt, paint, etc.); coating methods (brushing, rolling, and spraying); and coating materials (paints, varnishes, shellacs, etc.). Must have the ability to use tools and equipment associated with the painting trade and to read and interpret directions.
SPECIALIZED EXPERIENCE: Applicant must have at least 18 months of specialized experience, equivalent to at least the WG-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the WG grade indicated. This experience must include activities such as:

Experience preparing coating materials using guidelines set by the manufacturer, by tinting, toning, etching, blending, and mixing in various additives (i.e., retardants, hardeners, drying agents, and other additives) needed for the different coatings to work properly and achieve the necessary surface appearance.
Experience preparing surfaces (i.e., metal, wood and glass) by removing rust, paint, and loose particles.
