About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Eisenhower, Georgia.
Duties
Institutes procedures to ensure early identification and protection of activities, operational concepts, combat developments, and potential research and development breakthroughs within ARCYBER that may warrant SAP protection.
Oversees command STO/SAP activity.
Manages and directs ARCYBER STO/SAP facility that hosts a wide range of organizations, both government and private in nature, for the purpose of evaluating, testing, and training personnel on the use and function of new technology.
Participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques
Prepares and submits annual STO/SAP reports to HQDA.
Performs full range of supervisory functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must obtain and maintain a Top Secret security clearance with Sensitive Compartmented Information (TS-SCI).
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- Must pass an initial and periodic urinalysis screening for illegal drug use.
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military Affairs Desk Officer (MADO) Security In-Processing (SIP) process.]
- Must be able to obtain and maintain access to Special Technical Operations and Special Access Programs through Department of Defense, Department of the Army, and Joint Staff processes.
- Travel may be required up to 25% of duty time.
- Incumbent may be subject to short notice recall during crisis situations and irregular work hours, including weekends and holidays.

To qualify based on your experience, your resume must describe specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by providing Special Technical Operations (STO)/Special Access Program (SAP) program management and oversight of government and private activities to ensure new, emerging and/or highly sensitive equipment/methodologies are protected; advising senior leaders on classification, declassification, downgrading and upgrading of STO/SAP information; performing Special Access Program Security Officer duties (i.e establishing STO/SAP internal inspection programs to identify areas of concern to propose and implement solutions, ensuring command STO/SAPs undergo required security and programmatic reviews, formulating internal security policies and procedures to ensure compliance with regulatory directives, preparing/submitting program security plans, maintaining access rosters and developing/presenting SAP indoctrination briefings); developing strategic planning tools and techniques to train individuals and organizations on C2 processes, systems, and the integration of multi-level classifications involving sensitive military capabilities during exercises, operational rehearsals, and experiments using live, virtual, constructive air, land, and space forces.
