You will serve as a Tribal Liaison in the Environmental Business Line (EVBL) of NAVFAC SOUTHWEST.
Duties
You will serve as the subject matter expert (SME) and primary point of contact for Native American Tribal stakeholders.
You will represent the Navy when partnering with the Tribes by ensuring the rights of Sovereign Indian Nations are fully respected and carried out in a government-to-government
(GTG) relationship.
You will provide guidance, manage, and facilitate the consultation process while remaining respectful of tribal sovereignty.
You will provide advice and counsel while serving as a liaison during Tribal meetings.
You will track, report, and inform installation management of Navy and - Tribal outreach, and consultation efforts, agreements, and events.
You will consult with Tribes, you will interpret laws, regulations, and policies to advise on business decisions, policy development and implementation and project execution related to tribal engagement and relationship management.
Requirements

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Supporting programs or initiatives to enhance Tribal engagement and relationships; 2) Managing and tracking Tribal outreach, consultations, agreements, and events; 3) Applying communication and analytical practices, methods, and techniques for facilitation and mediation; and 4) Interpreting laws, regulations, and policies related to Tribal engagement and relationship management.
