The primary purpose of this position is to exercise supervisory and managerial authorities over the Official Mail Program, (OMP), and Administrative Communications functions, 88 FSS/FSVP. The incumbent serves as the Official Mail Manager (OMM), Administrative Communications Manager for WPAFB, and the Contract Functional Manager for the Postal Service Center.
Duties
Exercises supervisory personnel management responsibilities at least 25% of time time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, prepares schedules for completion of work.
Represents the Official Mail Center (OMC) with a variety of installation and functional area organizations.
Analyzes and projects costs for official mail.
Provides program support, assessment, and consultation services for interrelated readiness issues/programs ranging from identification of required contingency response missions and support plans, natural disaster, to war damage repair.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GENERAL EXPERIENCE: Applicants must have at least 1 year (52 weeks) of general experience at the next lower broadband NH-02, equivalent to the next lower grade GS-04 or equivalent in other pay systems. General experience includes experience in a Mailroom Operations Center analyzing mailroom products, operations and customer service as well as skill in planning and organizing work to meet established deadlines, and direct the functions and staff of a small to medium sized organization.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: A 4-year course study leading to a Bachelor's Degree

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the operations, products, services, needs, and goals of the program(s) and the organizations studied or served, and related customers, functions, resources, and users.
Knowledge of one or more Knowledge Operations areas, e,g,, mail, records, forms, directives, and correspondence.
Knowledge of financial control, budget systems, and management as they relate to Official Mail Cost Control Program and postal expenditures.
Knowledge of safety and security regulations, practices, and procedures.
Skill in executing projects and/or studies within established financial and time constraints.
Skill with creating spreadsheets and manipulating data for reports.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to communicate both orally and in writing.
Ability to prepare and/or edit written correspondence.
Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
Ability to stratify resources against approved programs, to plan, present, and execute budgets; to analyze budget impacts on programs; and to forecast long-term funding requirements.
Ability to review, analyze and manage Contingency, Mobilization Planning, and/or War Reserves Programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
