Duties
OTD's mission is to train America's frontline through a systemic and systematic approach to ensure that training supports CBP's law enforcement, national security, and economic missions while meeting the needs of a diverse and widely dispersed workforce. The ETC Director is responsible for leading CBP's participation at DHS in support of all executive and senior level leadership and development and working with staff to coordinate and deliver training to executive level officials throughout the year. Significant experience interacting and engaging with CBP's senior executive leaders to support leadership training development and execution for students attending courses at the Advanced Training Center and other locations is required. Overseeing nationwide leadership selection processes and previous experience in managing and developing leadership programs is required.
This position starts at a salary of $143,736.00 (GS-15, Step 1) to $186,854.00 (GS-15, Step 10).
Major duties include:
Assisting senior leadership by planning, evaluating, integrating and coordinating training initiatives and programs throughout CBP. In coordination with the Assistant Commissioner, Deputy Assistant Commissioner, Director and/or senior leadership, you are directly responsible for the efficient and timely coordination and execution of basic, advanced, and in- service senior and executive level leadership training programs for CBP personnel.
Assigning responsibility for accomplishment of specific function; and establishes direction to division and office chiefs in setting organizational goals; and coordinates the accomplishment of major projects and has responsibility for policies, plans and analysis that directly shape and improve the Office of Training and Development (OTD) leadership programs.
Evaluating overall work accomplishment of the combined staff, reviews projects, reports, group and individual performance for consistency with policies, compliance with procedures and regulations, utility, technical adequacy, timeliness and effective utilization of resources; identifies operating problems, conflicting priorities, program deficiencies, and potential problem areas regarding all of CBP's leadership programs.
Exercising a full range of delegated personnel management responsibilities; approving selections for subordinate positions, maintaining effective management-employee relations through communications and recognition of employee performance, and hears and resolves grievances and complaints not resolved by subordinate supervisors.

Qualifications
Specialized Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Managing senior and executive leadership programs, projects and initiatives which involve a broad and in-depth analysis and evaluation of programs.
Participating in conferences, working groups, meetings, and presentations involving problems or issues of considerable consequence or importance where superior communication skill and tact must be exercised to obtain desired results.
Developing detailed plans, goals, and objectives for short and long-range implementation of senior and executive leadership programs and resources.
Advising or consulting managerial duties over budget, personnel, and programs which involve the staff, subordinate offices, higher authorities, and other agencies.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/29/2024.

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
