The primary purpose of this position is to serve as the Supervisory Pipefitter Foreman to the Pipefitters, Maintenance Mechanics, and Maintenance Workers, within the Pipe Shop, Maintenance and Operations, Engineering Service, at Veteran Health Indiana, Indianapolis, Indiana.

Duties

This position involves the direction and supervision of journeyman-level Pipefitters, Maintenance Workers, Maintenance Mechanics, and others, as assigned, in the maintenance, installation and repair of all heating, water and steam apparatus, exclusive of patient care medical systems. Supervisory Duties 75% Determines and orders supplies, repair parts, test equipment, and tools for the pipe, welding, and maintenance shops. Initiates work orders for repair and maintenance of equipment. Establishes standard operating procedures, and reviews job analysis for accuracy and manpower utilization. Establishes daily and weekly priorities, schedules, and coordinates work within the section, determines the cost of materials and equipment needs, determines materials and manpower needs, advises, and consults with engineering staff on work phasing and needs involving alterations, installations, repairs, and maintenances. Short range planning is usually for periods of less than six months, and long range planning for periods of greater than one year out. Incumbent coordinates and controls work orders from Maximo, oral requests, and other engineering teams/sections. Provides information used in preparing budget and long-range planning. Incumbent coordinates and schedules work with other supervisors and services. Assigns work to subordinates through oral and written instructions utilizing work order orders, current job analysis, and standard operating procedures. Understands and applies work requirements, methods, and procedures. Provides on the job training and participates in the formal training program for employees. Non-Supervisory Duties 25% Provides advice to the M&O Foreman on matters pertaining to the smooth operation of the section supervised and the coordination between sections. Supports the Engineering Service and Medical Center management to assure proper action to maintain the medical center in the best possible condition within the resources available. Chairs departmental committees as delegated. Important participant of local Water Safety Committee for ensuring compliance with Legionella Prevention Program. Approves and schedules annual leave using sound judgement and good management practices to meet the needs of the service. Keeps employees informed of changes. Resolves employee complaints. Attends all supervisory training classes. Orders materials and maintains stock levels so to as to ensure work order delays of less than 10% of scheduled work. Due to the rapidly changing technology in the maintenance field, continually studies new literature to keep current in trade. Maintains inventory of all chemicals and gases, reviews work practices/policies within the section. Works from ladders and scaffoldings, Requires manual coordination, agility, and good vision. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. Related experience includes: Safely and independently performing pipefitter work assignments; Reading and following blueprints and specifications; Estimating accurately the time and materials required to install, repair, or replace equipment or components; Soldering and brazing piping systems; Properly selecting and using tools, parts and materials to accomplish a task quickly, neatly and safely; and Using hand and power tools of the trade, i.e., pipe threader, sewer augers, acetylene torch, reciprocation saws, corded and battery-powered drills, pipe cutters, pipe wrench, hammer drills, and other common hand tools of the trade. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
