About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with the US Army Signal Activity at Fort Detrick, Maryland.

Duties

Research requires consulting with documented legal, political, medical, and military sources, manuals, reference books, dictionaries, Internet glossaries/programs, and subject matter experts to become familiar with specialized terminology. Assist technical personnel in their activities of installation, repair, troubleshooting, operations and maintenance of station equipment and systems. Develop reports and coordination with the command and other agencies and stakeholders in regard to the station's performance and operation. Perform interpreting, liaison, and translating for the organization and staff. Monitor and responding to security system alarms and changes in status. Process and ordering of station materials and repair parts (in both routine and emergency situations).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires a Russian Language fluency of Level 3 in three areas (listening, reading comprehension, and speaking) on the Defense Language Proficiency Test (DLPT) and Oral Proficiency Interview (OPI).
  • Position is designated as Mission Essential. The incumbent will be required to report to work during times of contingency operations, natural disasters, extreme weather or other emergency situations.
  • This position may require the incumbent to work during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by translating and interpreting highly technical information or material from Russian into English and vice versa; editing complex technical translations and interpretations from Russian to English or vice versa; and assisting with developing technical reports or research. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in one of the following: the Russian language from an English-speaking college or university, OR English from a college or university in Russia, OR translating or interpreting where English and Russian were prerequisites. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
