This Supervisory Electronics Technician position is in the Office of the Deputy Director of Engineering Service at VA Boston Healthcare System (VABHS), in the VA New England Network (VISN 1). The incumbent oversees the daily operation of GS-856-10 Electronics Technicians.
Duties
Supervisory Responsibilities
The incumbent oversees the daily operation of twelve GS-0856-10 Electronics Technicians, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
The incumbent gives advice, counsel, and instruction to employees on both work and administrative matters.
The incumbent hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
The incumbent interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work to support the Engineering section.

Project and Life-Cycle Management
Incumbent will provide technical expertise related to electronic and facility enterprise systems via planning, design, implementation, testing, evaluation, project management, professional consulting and reporting, data mining, and full life cycle management.
Project management includes stabilizing the expansion of existing enterprise systems to newly constructed areas and station-level projects under renovation or modernization and serving as a Contracting Officer's Representative for approved projects/implementations. This entails detailed schematic review and ensuring technical language is written into the architectural and/or construction documents.
Project management duties include planning and oversight during the installation of electronic and facility enterprise systems as well as directs modifications to equipment and or designs to remediate issues presented by unforeseen site conditions.
Professional consulting and reporting entails retrieving information from enterprise systems through software applications that interface with system servers.
Once the data is retrieved, consulting involves entering the information into a format that can be understood by non-technical staff.
Full life cycle management of responsible systems is initiated by a clinical need for technology, pre-procurement assessment, design of the equipment necessary to meet the need as well as interface with the network, development of the on-going support strategy, and then end of life replacement strategies.
Lifecycle management of complex electronic and facility enterprise systems encompasses the following: technology assessment including defining requirements and analyzing alternatives with end users; technology acquisition including technical evaluation and best value determination of proposed equipment and systems; technology implementation including site preparation, incoming performance inspections, device/system integration, network device security, and user/technical training; technology sustainment including regular and scheduled maintenance, upgrades and enhancements, continuing education; end of useful life tasks including decommissioning, data sanitization, and technical evaluation for condition prior to disposal; and strategic planning for end of life replacement in conjunction with using services.
Technical Responsibilities
The incumbent is responsible for technical supervision of highly complex electronic and facility enterprise systems.
This oversight includes but is not limited to design, installation, modification, evaluation, testing, troubleshooting, calibration, and end user competency training.
The incumbent performs duties of a broad scope and complexity including analyzing, diagnosing, and maintaining electronic and facility enterprise systems.
The incumbent will analyze organizational needs to design, develop, and implement, customized solutions utilizing software and/or hardware. This also includes developing and implementing a support strategy for the customized systems or interfaces.

Individual Occupational Requirements
This series covers technical positions supervising, leading, or performing work involving applying:
knowledge of the techniques and theories characteristic of electronics, such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics;
knowledge of electronic equipment design, development, evaluation, testing, installation, and maintenance; and
knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types and models of electronic equipment and systems related to, but less than, a full professional knowledge of electronic engineering.
Electronics technicians may have gained experience assisting in work situations including:
Maintenance - Developing maintenance standards and procedures for use by others. Analyzing repair practices and developing procedural instructions for use by others on methods and steps to repair equipment.
Installation - Planning and directing the installation of complex systems and associated facilities, particularly where there are site selection and construction problems, dealings with contractors and public utilities, and the possible need to modify equipment for novel site characteristics.
Fabrication - Designing and analyzing circuits, determining design feasibility, evaluating equipment performance under varying environmental conditions, and collecting performance data. Designing or modifying designs to achieve performance and cost objectives. Evaluating the adequacy of equipment for such purposes as repair, calibration, and testing.
Testing and Evaluation/Research and Development - Developing or evaluating new or modified electronic systems. Completing testing, evaluating data, and determining acceptability of equipment modifications, validity, test procedures and data, or legality of operation. Technicians support professional engineers in performing experiments, research, and developmental activities requiring an in-depth knowledge of technical engineering methods, applications, practices, and principles to work on concepts, prototypes, and experimental projects that are without precedent and support state-of-the-art research.
Sustainment - Developing, performing, evaluating, or modifying calibration and test equipment, systems, and procedures. Reporting, analyzing, and archiving test data. Performing complex calculations and manipulations of test data to improve performance of systems, instrumentation, measurement standards, techniques, and procedures.
Troubleshooting - Analyzing and diagnosing faults in the operational configuration of electronic systems and equipment. Interpreting circuit wiring, logic cable diagrams, drawings, specifications, and schematics of complete systems and equipment to understand the function and interconnections of the various assemblies and troubleshoot the system.
Specialized Experience (for positions at GS-4 or equivalent and above):
Some examples of qualifying specialized experience include:
Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions.
Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment.
In addition to meeting the individual occupational requirement above, you may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Examples of specialized experience would typically include, but are not limited to: the incumbent will provide technical expertise related to electronic and facility enterprise systems via planning, design, implementation, testing, evaluation, project management, professional consulting and reporting, data mining, and full life cycle management. Education: Applicants may substitute education for the required experience. Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. Three full years of graduate education or a doctoral degree meets the requirements for GS-11. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
