This position is located with the Bureau of Indian Affairs, Eastern Region in Nashville, Tennessee.
The incumbent will be a confidant to the Regional Director and Deputy Regional Director(s) on issues that are critical and sensitive to the executive level of the Bureau of Indian Affairs.
Duties
Develop and refine strategies, policies and action plans to improve program quality and performance.
Provide guidance to managers concerning budget, administration, human resources, policy and strategic issues
Coordinate and facilitate program-wide implementation of Performance Management, A-123, and Budget Formulation requirements.
Assist with performance management efforts.
Responsible for compliance and coordination of requests for the region for FOIA and provide information and guidance.
Analyzes the utilization of information technology in the accomplishment of performance goals.
Keep abreast of legislative and program priority activities of Congress, OMB, and the Department, as they affect the management of program data and evaluates their impact on program strategies.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management for GS-0343, Management and Program Analysis).
GS-12: I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-11 in the Federal Service (obtained in either the public or private sector). Specialized experience is work to provide supervision in the form of advice, counsel and/or instruction to employees on work matters and completion of assignments within their assigned program areas; provide oversight for planning, monitoring, and allocation of organizational resources for respective program operations; make changes or adjustments in the programs and in their implementation to ensure maximum effectiveness, efficiency, and economy of program operations; present cost/benefit estimates; have worked with A-123 to coordinate activities and action plans; consolidate work efforts into spreadsheets and written reports; organize Freedom of Information Act and Privacy Act request. GS-13: I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-12 in the Federal Service (obtained in either the public or private sector). Specialized experience is work that participate in planning, monitoring, and allocation of organizational resources for respective program operations and making recommendations to senior management regarding the necessary changes or adjustments in the programs and in their implementation; providing authoritative professional viewpoints and opinions on the program methods, techniques, and procedures required within the organization to ensure maximum effectiveness, efficiency, and economy of program operations in accordance with Bureau and Administrative priorities and policies; expertise in all areas of administrative operations in different components of the organization; completing reports; responsible for compliance and coordination of Freedom of Information Act, Privacy Act and subpoena request.
