This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Biological Science Technician (Wildlife) responsible for managing technical aspects of the wildlife and forest management programs within the Environmental Stewardship Program.

Duties

Assists professional wildlife and forestry personnel with a variety of wildlife management and forest biology duties. Implements current practices and procedures and adapts new ones to enhance and improve Wildlife programs. Ensures that personnel under their direction use and comply with safety procedures and properly use safety equipment. Plans, conducts, and/or oversees tasks that require a substantial knowledge of wildlife management methods, procedures, and techniques, such as wildlife population census. Assists with routine administrative and field tasks to support the implementation of the National Environmental Policy Act (NEPA) for projects. Operates a variety of government furnished motor vehicles such as 4x4 utility vehicles (UTV’s),automobiles and light trucks, pull behind trailers, farm tractors, and all-terrain vehicles (ATV’s).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a valid government motor vehicle operator's license.
  • Must be trained, tested and licensed to operate small watercraft in accordance with Corps of Engineers' policy and other applicable regulations.
  • Must be trained, tested and licensed to operate all-terrain vehicles (ATVs) and Utility Vehicles(UTVs) in accordance with Corps of Engineers' policy and other applicable regulations.
  • Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
  • Must wear uniforms prescribed by Corps of Engineers.
  • Must be able to lift approximately 50 pounds.
  • Must be able to operate manual and power hand tools.
  • Must be able to work outdoors in all weather conditions.
  • Must be able to obtain and maintain a Certified Pesticide Applicator License.
  • Required to observe established safe working procedures; and, wear mandatory appropriate protective clothing and/or equipment provided to minimize or eliminate hazardous conditions.
  • NOTE: Work involves walking through floodplain areas, climbing over downed trees, snags and, flood debris or other uneven surfaces; and, through dense vegetation areas with poisonous plants e.g., poison ivy and stinging nettle.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Qualification Requirements for the GS-05: Specialized Experience: One year of specialized experience which includes experience managing wetlands and moist soil units; inventorying rare and endangered species habitat based on guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four year course of study leading to a bachelor's degree that included at least 24 semester hours in any combination of scientific or technical courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture or mathematics. At least 6 semester hours of courses must have been directly related to the position to be filled . OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. Qualification Requirements for the GS-06: Specialized Experience: One year of specialized experience which includes experience surveying, mapping and documenting a variety of wildlife species and habitat conditions; compiling occurrence and distribution data,; assisting in performing wildlife studies and in constructing wildlife habitat improvement projects; and compiling data obtained through survey/study and assembling the data into a logical sequence for review. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). Qualification Requirements for the GS-07: Specialized Experience: One year of specialized experience which includes experience may include researching, compiling and tabulating a full range of wildlife inventory data; leading or conducting field inventories of wildlife species to develop intensive scientific information; and collecting ecological site information for sensitive, threatened or endangered wildlife. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
