This position is part of the Southeastern Power Administration. As an Information Technology Specialist, you will perform the full range of information technology work required to support the mission of the assigned organization. **This is not a remote position. The selectee will be required to be physically present at the Elberton, GA duty location.**

Duties

As an Information Technology Specialist at the full performance level, you will: Provide technical guidance, services, technologies, advice, and recommendations to federal and contractor IT professionals maintaining DOE systems, networks, and connectivity. Perform duties across specialized IT functions, which may include cybersecurity, network architecture, data management, project management, systems administration, and policy planning. Ensure continuity in operations and the rigorous application of information management/information security/cybersecurity policies, principles, and practices in the delivery of planning and management services. Develop and maintain cybersecurity awareness, maintain a general awareness and understanding of cybersecurity and security concerns and issues, such as the processing environment and architecture, training certification, trends, and technical problems. Prepare management briefings on assigned programs and projects. Review, prepare and coordinate correspondence, reports, memoranda, directives, regulations, policies and procedures pertaining to assigned technical areas.

BASIC REQUIREMENT Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the basic requirement, applicants must also meet specialized experience requirements as described below. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: GS-09: To qualify for the GS-9 you must have experience in 1 of the 3 below listed areas. Experience in planning, coordinating, and installing, troubleshooting hardware and software systems used with a real-time power operations system Experience in resolving hardware software interface and interoperability problems and ensures systems availability, functionality, integrity, and efficiency. Experience in installing and maintaining software including Commercial off-the-shelf (COTS) products and components. OR EDUCATION: Master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree, if related. OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. GS-11: To qualify for the GS-11 you must have Experience in 2 of the 4 below. Experience in planning, coordinating, and installing, troubleshooting hardware and software systems. Experience meeting computer infrastructure compliance requirements in a NERC CIP regulated industry. Experience in supporting information technology infrastructure in a 24/7 real-time EMS environment. Experience in resolving hardware software interface and interoperability problems and ensures systems availability, functionality, integrity, and efficiency. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree, if related. OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. GS-12: To qualify for the GS-12 you must have experience in 3 of the 5 below. Experience in planning, coordinating, and installing, troubleshooting hardware and software systems. Experience with project management techniques and practice, sufficient to develop and maintain project plans and coordinate large projects. Experience meeting computer infrastructure compliance requirements in a NERC CIP regulated industry. Experience in supporting information technology infrastructure in a 24/7 real-time EMS environment. Experience in resolving hardware software interface and interoperability problems and ensures systems availability, functionality, integrity, and efficiency. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
