The position is located at the Great Plains Area Regional Drug Dependency Unit (GPARDDU) in Winnebago, Nebraska. The GPARDDU is a residential treatment facility in an integrated multi-disciplinary manner which provides services to adults who are affected by alcohol and other drug abuse. In this position, the incumbent serves as the Administrative Officer.

Duties

Management and Administrative Duties - financial management, budget preparation and execution; personnel administration, hiring actions with compliance of regulations, property management, overall responsibility for property accountability and capitalization; acquisitions and procurement activities for contracts, purchases, inventory control, supplies etc.; oversight of revenue generation and reimbursement maximization; coordination of facility management with the 12 Clans Facility. Supervisory Functions - responsible for recruitment, evaluation, and retention; work planning and work direction; ensures training requirements are completed for the facility. Management Support - analyzes and interprets operational data; establishes working relationships with tribal and government entities; able to perform Acting CEO duties and responsibilities when needed.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Administrative Officer Series 0341 (opm.gov) Administrative Officer Series 0341 Individual Occupational Requirements There are no Individual Occupational Requirements for this series. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-11: 1 year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-09 level in the Federal service as described in the vacancy announcement. Examples include: managing, supervising, and conducting administrative functions involving various programs; analysis and evaluation on projects or mission objectives; working with and providing program and technical support to leadership and staff members in gathering data and producing reports; This includes coordination of budget, personnel and property management functions related to operating procedures OR I have completed a Ph.D. or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree, such education must demonstrate the knowledge, skills, and abilities necessary to do the work or LL.M., if related. OR I have a qualifying combination of the specialized experience described in A and the education described in B. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 2 years by 18. (Note: Only education in excess of the second year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
