The primary purpose of this position is to perform as the Quality Assurance Specialist/Contracting Officer Representative (COR) to check, evaluate, and report contractor performance. Moreover, this position will oversee contractor delivery of maintenance capabilities for the Foreign Military Sales pilot training.

Duties
As a Contracting Officer Representative, Evaluates the Quality Management System, ensuring that all contractual, regulatory, and administrative requirements are met.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinates.
Provides advisory and hands-on assistance to functional area personnel involved in developing/revising technical specifications, Performance Work Statements (PWS), Statements of Work (SOW), Statements of Objectives (SOO), Quality Assurance Surveillance Plans (QASP), Performance Requirements Summary (PRS), and COR checklists.
Reviews and evaluates a wide range of pre- and post-award contracting actions to ensure all regulatory and procedural requirements have been met.

- The employee must meet the continuing acquisition education requirements In Accordance With (IAW) Department of Defense Instruction (DoDI) 5000.66, paragraph. E2.2.8.
- In accordance with the Ethics in Government Act, 1978, the employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Quality Assurance Series, 1910.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. Knowledge of Federal, Department of Defense (DoD) and Air Force procurement statutes, Executive orders, policies, and regulations to develop the installation's Quality Management System to ensure the activity's contracts are effectively awarded and administered. Knowledge of contracting regulations, principles, and procedures applicable to pre- and post-award duties sufficient to: review a wide range of specialized equipment, supply, service, and construction contracts; analyze contract changes for propriety of acquisition method, contract type, and documentation; and conduct analyses of problem areas. Knowledge of Quality Assurance Surveillance methods and procedures sufficient to determine which surveillance methods are to be used for a given acquisition to protect the government's interest and to determine that contractors are meeting contract specifications and provisions. Knowledge of technical and specification writing to provide advisory, consultant, and hands-on assistance to technical and functional area personnel engaged in developing Performance Work Statements (PWSs), Statements of Work (SOWs), Quality Assurance Surveillance Plans (QASPs), etc.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. This education was obtained in an accredited college or university. Major study is in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to this position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.NOTE: You must submit copies of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Federal Acquisition Regulations, Executive Orders, DoD, Air Force (AF), and MAJCOM policies, regulations and procedures and a wide range of contracting methods and types.
Level II Production, Quality, and Manufacturing (PQM) certification as a Quality Assurance Specialist is required to formulate policies and procedures to monitor contract compliance and develop a Quality Assurance (QA) plan.
Knowledge of pre/post award contracting policies and procedures to conduct reviews of a full range of contracts, contracting plans, and contract changes for propriety of acquisition method, contract type, and documentation. Knowledge of commercial business practices and market conditions applicable to program and technical requirements.
Ability to recognize and analyze problems; conduct research; summarize results; make appropriate recommendations; and prepare training materials and conduct training.
Ability to communicate effectively, both orally and in writing.
Ability to lead, manage, and supervise civilian employees, to plan and organize work, and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
