This position is located at the Golden Gate National Recreational Area in San Francisco, California.

Duties

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of 4 years with possibility of 7 years (if approved for additional funding), or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action. Some of the duties you will perform will include, but are not limited to: Develop and implement site assessment and monitoring protocols to document flora and vegetation in intact habitats as well as in impacted areas. Analyze assessment results, write reports, and develop restoration recommendations based on assessment results. Carry out program and project management duties including managing encroachments program, tracking SURPA claims, tracking correspondence, budget development and tracking, cost scoping and work planning. Represent natural resources on interdisciplinary teams. Prepare documents for projects and SURPA claims. Ensure encroachments program is consistent with laws, regulations and policies including the Endangered Species Act, the Clean Water Act and the National Environmental Policy Act. Communicate about natural resource issues to both internal and external audiences including delivering presentations, writing reports, briefing a variety of audiences, and communicating with colleagues, partner agencies, and the public. Provide GIS and GPS expertise on encroachments cases. Collect and analyze geospatial data to find answers or gain geographic perspective on park management/operations/decision-making. Develop maps for a variety of audiences.

Qualifications

All qualifications must be met by the closing date of this announcement-08/05/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. Basic Requirement for Biologist GS-0401: A degree in one of the following: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Note: You must submit your transcripts. -OR- A combination of education and experience equivalent to a major, as shown above, plus appropriate experience or additional education. Note: You must submit your transcripts. To qualify for this position at the GS-11 grade level, you must possess at least one of the following OPM's Qualification Standards by close of the announcement: Specialized Experience: One full year of specialized experience comparable in scope and responsibility to the Biologist GS-9 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Independently carry out ecological or biological studies following established protocols; perform established, standardized test and analyses on a broad range of biological samples; conduct monitoring and restoration projects of a wide range of natural resources; record, compile, and organize data; develop written reports using computer-based technology such as geographic information systems (GIS). Note: A combination of education and experience as described above that, when converted to percentages, equal at least 100% of the total requirement. NOTE: You must submit a copy of your transcripts as proof of any claimed education. -OR- Education: 3 years of progressively higher level graduate education leading to a Ph.D. or Ph. D. or equivalent graduate degree in a field that is directly related to the biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Note: You must submit your transcripts. -OR- Combination of Education and Experience: A combination of education and experience as described above that, when converted to percentages, equal at least 100% of the total requirement. Note: You must submit a copy of your transcripts as proof of any claimed education. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
