The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), Division of Intramural Research (DIR), Office of the Education (OE), is recruiting for a Scientific Program Specialist. The incumbent will serve as an authoritative consultant and troubleshooter by planning, developing, and evaluating experimental biomedical programs.
Duties
Plan and design biomedical training courses covering subject matters that are unusually broad and highly complex.
Assess the quality and usefulness of current biomedical and clinical training activities and materials.
Develop new biomedical and clinical training courses, modules and seminars.
Serve as an advisor to management and staff in the planning, development, presentation, and evaluation of complex biomedical training and education programs.
Collaborate to develop and implement operating procedures and policies in support of the recruitment and selection of biomedical students including postdoc, graduate, postbac, and high school students.
Provide assistance in the development, implementation, and evaluation of biomedical academic performance measures.
Perform analysis and create reports and documents with recommendations to senior leadership based on literature review and research of biomedical trends in academia.

Qualifications
To qualify for the 0601 series, you must meet the following qualification requirements:
BASIC QUALIFICATIONS: In order to qualify for a Scientific Program Specialist, GS-0601 position, you must have successfully completed a bachelor's degree or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. (This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained).
ADDITIONAL QUALIFICATIONS:
To qualify at the GS-12 level, you must meet the following qualification requirements:
GS-12: In addition to meeting the basic qualifications, you must demonstrate one year of qualifying specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Planning and conducting scientific and health research project and program analysis and evaluation; maintaining databases used in scientific program evaluation; developing methodologies for tracking recurring requirements and progress of scientific research; and providing analytic and interpretative data used in formulating organizational policies and goals.
To qualify at the GS-13 level, you must meet the following qualification requirements:
GS-13: In addition to meeting the basic qualifications, you must demonstrate one year of qualifying specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Planning and conducting scientific and health research project and program analysis and evaluation; developing and maintaining databases used in scientific program evaluation; implementing, evaluating and reporting on projects designed to track the progress of scientific research; interpreting data used to formulate and guide organizational policies and goals; and representing an organization to communicate health policy and planning issues to committees, senior management and the public.
