Duties

The purpose of this position is to analyze, design, develop, implement, and evaluate educational curriculum through application of instructional and educational technology. Employing traditional and innovative performance improvement systems and interventions to include alternative delivery methods (modeling and simulation, computer-based training, videos, job aids, etc.). Conducts research, formulates design strategies and milestones, and implements courseware design utilizing knowledge of educational principles and instructional design technology and processes.

Qualifications

To qualify, applicant must meet the BASIC REQUIREMENTS of the positions: Basic qualifications: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work MUST have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. At the GS-11: In addition to meeting the basic education requirements above, applicants must possess one year of specialized experience equivalent to at least the GS-09 level in the federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Designing, reviewing, and revising instructional material. Planning, coordinating, designing traditional classroom delivery methodologies based on various Instructional Systems Development (ISD) systematic practices. Designing, developing and evaluating a wide variety of training aids and devices such as job aids, practice exercises, visual aids, pre-requisite instruction, preview instruction, remedial instruction, computer assisted instruction, or other types of training and performance support materials. Planning and conducting evaluations of instructional programs. Studying and analyzing the results of complete full-length testing and validation testing for instructional materials. Evaluating, selecting, and recommending procumbent of appropriate electronic delivery systems and/or media and coursework. Clarifying conditions and standards for task outputs and performance objectives. ORPossess a combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. The total percentages must equal at least 100 percent to qualify at that grade level. Have 3 full years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. ORPossess a combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. The total percentages must equal at least 100 percent to qualify at that grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Student Loan: Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.
