This position could be located in any of the five listed Rural Development (RD) Pennsylvania offices. Serves as a state expert loan specialist on the housing program staff. The incumbent conducts studies; develops state-wide directives, systems, and procedures; and participates with managers in developing and effecting outreach and marketing efforts and in evaluating program effectiveness primarily for the Single Family Housing (SFH) program.

Duties

Conducts or directs special studies of program activities and problems. Keeps currently informed of national office policies, procedures, and directives. Recommends and develops/oversees the development of state-wide directives standards, guides, procedures, administrative notices, informational releases and training materials for use of personnel in the assigned area of agency program work. Serves as state expert on information technology applications used by the operating loan staff. Prepares special reports for use of State Director and other staff members. Participates in developing and implementing annual and longer-term program plans and targets for the state. Ensures that cognizant RD staff are continuously apprised of the requirements of partnership, self-help, and other similar organizations, programs and services and that maximum use is made of available resources. Shares responsibility with superior in planning, implementing, coordinating, and evaluating statewide rural housing program operations. Serves as senior staff specialist for the state on SFH loans.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. For the GS-12 level: Applicants must possess one year of specialized experience equivalent to at least the next lower grade level (GS11) or its non-Federal equivalent that demonstrates: Experience in the development, oversee and recommendations of directives standards, guides, procedures of the statewide rural housing program operations; implement and conduct state internal control reviews to ensure the integrity of financial and accounting information and accountability; conduct training for the statewide housing program; assists in the implementation of the agency outreach and marketing program; ensures the fair housing requirements are met for the loan program; provide appropriate leadership to ensure staff members have to tools, training, feedback they need to accomplish their jobs. There is no substitution of education for experience at this grade level.
