WHAT IS THE CRIMINAL INVESTIGATION (CI)DIVISION?

Vacancies will be filled in the following specialty areas:
Criminal Investigation, Global Operations, Narcotics and National Security Section
Five (5) Regional Coordinator positions will be filled in PODs within listed Field Offices as indicated: Southern (Atlanta or Charlotte); Florida/Caribbean (Miami or Tampa); Pacific (Oakland or Seattle); New York/New Jersey (New York or Newark); New England (Boston).
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Assists the Director in planning, organizing, and/or leading efforts to evaluate exceptionally complex plans and proposals for projects involving broad areas of work processes, operations practices, and integration between various functional areas. Projects and studies involve providing technical expertise, directing analysis and evaluation of plans and proposals for projects, providing implementation support, assessing accomplishment of program and management goals and objectives, and prescribing or formulating new or revised policy. Confers with field managers or other field officials on delicate or sensitive matters relating to national criminal investigation programs. This work often requires the incumbent to have access to, and work with Top Secret level data and information.
Represents Criminal Investigation in conferences with top echelon personnel of other IRS Divisions, Chief Counsel, and the Department of Justice, for the purposes of developing and coordinating investigative plans and programs having multi-divisional and inter-agency impact. Exercises authority to represent and make commitments on behalf of the Director or Associate Director regarding program operations and the administrative management of the organization.
Develops strategic planning initiatives and makes policy determinations for Criminal Investigation to combat cybercrime as it relates to e-commerce and tax evasion using advanced technological methods. Develops, identifies, and analyzes data required for use in Internal Revenue Manuals (IRM), National Criminal Investigation policy and program statements, and various guidelines and instructions. Ensures that recommendations for program execution are fully compatible with the technical and administrative provisions of the IRM, regulations, Court decisions, and Service policy and procedures.
Develops management and/or program evaluation plans, procedures, and methodologies for assigned program areas. Evaluates programs, cases and projects for which responsibility has been assigned, determining where problems may exist and identifying areas for improvement. Independently conducts studies in these areas, determines corrective actions required, and plans courses of action to implement changes. Conducts national evaluation reviews of field programs in order to observe and/or to improve operating and investigative procedures, investigation management, and quality control procedures, in terms of effective implementation of program objectives and Criminal Investigation goals. Conducts studies of employee/ organizational efficiency and productivity, and recommends changes or improvements in organization, staffing, work methods, and procedures.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14
You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include:
Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others.
Experience applying regulations, other official guidance, and principles, including the latest procedures and techniques sufficient to oversee the planning, development, and implementation of the technical aspects of programs specific to the position being filled.
Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
In addition to the above, to be qualified for this specific position, your experience must be sufficient to demonstrate: Thorough knowledge of Criminal Investigation mission, operations, and organization; Understanding of law enforcement, technology and personnel issues; In-depth knowledge of the operations, programs, and policies, as well as, the Criminal Investigation's Strategy Program Plan and Annual Business Plans impact on field operations; In-depth knowledge of investigative policies, prescribed investigative procedures and techniques of the Internal Revenue Service and the Treasury Department, and the criminal enforcement and prosecution policies of the Justice Department; Ability to apply that knowledge in developing criminal investigative programs for field implementation and for identifying types of violations and trends in those violations in order to make changes in investigative programs; and Authoritative and comprehensive knowledge of the rules of evidence, the Federal Rules of Criminal Procedure, and relevant Constitutional, statutory, and case law. Much of the knowledge described above can be acquired through extensive field experience as a Criminal Investigator.
Experience in a primary/rigorous law enforcement position is a mandatory prerequisite for this supervisory position.
In addition to the above, to be qualified for this specific position, your experience must be sufficient to demonstrate: Thorough knowledge of Criminal Investigation mission, operations, and organization; Understanding of law enforcement, technology and personnel issues; In-depth knowledge of the operations, programs, and policies, as well as, the Criminal Investigation's Strategy Program Plan and Annual Business Plans impact on field operations; In-depth knowledge of investigative policies, prescribed investigative procedures and techniques of the Internal Revenue Service and the Treasury Department, and the criminal enforcement and prosecution policies of the Justice Department; Ability to apply that knowledge in developing criminal investigative programs for field implementation and for identifying types of violations and trends in those violations in order to make changes in investigative programs; and Authoritative and comprehensive knowledge of the rules of evidence, the Federal Rules of Criminal Procedure, and relevant Constitutional, statutory, and case law. Much of the knowledge described above can be acquired only through extensive field experience as a GS-1811 Criminal Investigator.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
