This is a Direct Hire Authority (DHA) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as project manager and designer for a full range of conventional construction projects involving the full multi-discipline scope of engineering concerning repair, renovation, modification and minor construction projects at Joint Base Lewis McChord (JBLM), Yakima Firing Center, Reserve Centers and satellite facilities in Washington and Oregon.

Duties

Serve as Project Manager for projects to be designed by Corps of Engineers (COE) and Architect Engineer (AE) firms while performing variety of duties and supporting tasks relate to the projects. Develop scope of work for assigned projects. Coordinate with program managers, technical specialists and users to establish contents to be included in designs and design analysis, plans, specifications, studies and cost estimates. Determine special/critical technical criteria to be used and constraints to be considered; administrative and technical project limitations that apply to include funding constraints; alternatives to be evaluated; etc. Prepare Request for Proposal (RPF) letter to chosen AE firm, including the scope of work and any other pertinent documents. Prepare Government design estimates negotiating position and limitations. Negotiates the final design/study fee with firms; as necessary revises the scope of work. Administer the awarded contract. Attend pre-design conference and provides guidance and interpretation to AE firm concerning the scope of work and any specialized design criteria and DEH AE policies and procedures. Prepare correspondence for complete administration of contracts and approve payment for completed work. Ensure documentation is prepared and complete for initiation of construction contracts by Directorate of Contracting (DOC). Serve as Contracting Officer Representative (COR). Review, evaluate and determinate the adequacy of shop drawings, material, submittals, samples, certificates of compliance, contract schedules, Quality Control Plans etc,. Serve as designer and project engineer for in-house design projects for projects involving mechanical and/or electrical engineering. Develop design, plan, IL cost estimates, specifications and integrate the work of other engineers for production of a complete package.

SPECIALIZED EXPERIENCE GS07 Select the one statement that best describes the education and/or experience that you possess that demonstrates your ability to perform the work of Mechanical, Civil, Electrical or Environmental Engineer or an Architect at the GS-07 grade level or equivalent pay band in the Federal Service. A. I have One year of specialized experience which includes reviewing design drawings for adherence to project specifications. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). B. I have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Engineering or Architecture. (Note: You must attach a copy of your transcripts.) C. I am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). I have One year of specialized experience which includes working with higher-grade engineers during design to assist in the development or review of construction, repair, or maintenance service bid packages or assisting with contract management on active projects to ensure technical engineering requirements are met. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). B. I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Engineering or Architecture. (Note: You must attach a copy of your transcripts.) C. I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). B. I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Engineering or Architecture. Education

EDUCATION REQUIREMENT FOR ENGINEERING
A. I have a bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (Note: You must attach a copy of your transcripts.)
B. I have a combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I am currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. (Note: You must attach a copy of your transcripts, AND proof of registration as an Engineer Intern (EI) or Engineer in Training (EIT) or copy of your Professional Engineer (PE) license.)
C. I have a combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. (Note: You must attach a copy of your transcripts, AND proof of passing the Fundamentals of Engineering (FE) examination or other written test required for professional registration.)
D. I have a combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully completed at least 60 semester hours or 90 quarter hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. (Note: You must attach a copy of your transcripts.)

EDUCATIONAL REQUIREMENT FOR ARCHITECTURE
A. I have a bachelor's degree (or higher) in architecture, or a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. (Note: You must attach a copy of your transcripts.)
B. I have a combination of education and experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. I have a degree in architectural engineering which provided the knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in A above. C. I have a combination of education and experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. I have one year of experience working in an architect's office or in architectural work, which provided me with a thorough knowledge of the fundamental principles and theories of professional architecture, for each year short of graduation from a program of study in architecture.
