Duties

You will serve as LEAD INDUSTRIAL PROPERTY MANAGEMENT SPECIALIST in the POLICY /COMPLIANCE (CODE 431), POLICY/SUPPORT (CODE 430), of the Contracts (CCO) Department (Code 400) of the Mid-Atlantic Regional Maintenance Center (MARMC), USN, Norfolk, VA. You will articulate and communicate assignments, projects, problems to be solved, priority events, milestones, and/or program issues under review and deadlines. You will maintain surveillance and control over a very large amount and variety of Government properties in the possession of contractors. You will develop, prepare, interpret, administer, and evaluate programs, methods, techniques, and practices relating to the control of Government Property You will plan, schedule, and conduct Property Management System analyses as required. You will initiate and perform investigations pertaining to contractor's liability with respect to Government property when such property is lost, damaged, or destroyed.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Experience maintaining a wide variety of industrial property management program and industrial property clearance programs. Experience applying contract provisions and Government procurement programs and interpreting and applying contract clauses. Experience applying the Federal Acquisition Regulations (FAR), Defense Federal Acquisitions Regulations (DFARS), Navy Marine Corp Acquisition Regulations (NMCARs). Experience performing financial management, procurement, inventory management, property disposal, and system. Experience maintaining accounts for contractor inventory reported by various contractors. Experience reviewing the contractor's scrap and salvage procedures as part of the approval of the contractor's overall Property Management System.
