This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Response and Restoration (ORR) with one vacancy in Mobile, AL, Silver Spring, MD, Charleston, SC or Seattle, WA.
Duties
As a Supervisory Environmental Scientist, you will perform the following duties:
Exercise decision-making authority within the parameters of data management and analysis for oil spill response, marine debris management, and natural resource damage assessment science and program objectives. Participate with, and collaborate in, the planning and coordination of long-range program management. Develop specialized information, plans related to strategic planning of the future operations, and ensure adequate plans are in place for the future operations of the organization.
Formulate and implement specialized applied programs that advance nationwide hazard response data management. Manage the implementation of the current and future data management program for contamination tracking and assessment. Provide expert advice and advancement to scientists and officials on a wide range of novel and new data approaches that support responding to oil spills, managing marine debris, and resolving natural resource damages.
Responsible for the sustained progress of projects in accordance with scope, cost, and schedule. Advise on the design, development, and maintenance of data management and analyses. Work will impact the work of scientific experts, top officials and/or the development of major segments of National Oceanic and Atmospheric Administration (NOAA), National Ocean Services (NOS), and Office of Response and Restoration (ORR) programs.
Has supervisory authority to include: Evaluating work performance of subordinate supervisors. Developing performance standards. Giving advice, counsel, or instruction to employees on both work and administrative matters. Making decisions on work problems presented by subordinates.

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one full year (52 weeks) of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. To qualify for the 0401 Series:
Education:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
AND
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Performing field data collection and data analysis to determine the nature of ecosystem response to natural and man-made impacts on the environment;
Planning and coordinating administrative, scientific, and management services for the organization; and
Assisting in evaluating work performance, including developing performance standards, providing oversight, and setting work priorities.
Education
Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
