The Airway Transportation Systems Specialists (ATSS) at this level is recognized as the subject matter expert in their field. All duties of an ATSS are tied to maintaining safe and efficient operating capacity of the vast and complex networks of electronics systems required for the world's largest air traffic control and navigation system. ATSS Personnel install, evaluate, maintain, modify and certify facilities, services and equipment that support the National Airspace System NAS.

Duties

Serves as an ATSS (SSC Coordinator), responsible for performing a variety of functions directly related to the operation of the NAS.

Qualifications

-Ability to apply technical knowledge and skills to solve unique problems.-Ability to communicate clearly and concisely presenting both technical and non-technical information.- Demonstrates the ability to interpret, select and apply principles and practices related to the knowledge of scientific and engineering fields.- Must possess comprehensive technical knowledge to maintain and protect the integrity and safety of all components and systems for NAS service delivery.- Possesses a working knowledge of the FAA policies and procedures pertaining to the work environment (i.e., Occupational Safety and- Health Administration (OSHA), Facility and Systems Security, Environmental Compliance Assessment Protocol (ECAP), National Electrical Code (NEC) and Human Resources Directives).THE FOLLOWING DEMONSTRATED ABILITIES ARE FOR INTERNAL RECRUITMENT/PLACEMENT: IAW the Promotion Criteria Guidance for the Airway Facilities (AF) specialized workforce dated 2012, the following Demonstrated Abilities are mandatory, except where noted. PLEASE NOTE: DA's #2 and #8 below may not be applicable to the position being filled. LOB managers must work with your servicing HR POC to make this determination. Applicable Demonstrated Abilities cannot be re-written, changed, or eliminated.- Ability to complete complex assignments with broad impact on NAS without supervision.- AUTOMATION ONLY: Advanced expertise on emerging technology systems or integration of automated systems. NOTE: Use only for AUTOMATION.- Expertise on legacy and newly developed NAS modernization systems within a large facility or multiple facilities.- Ability to apply a comprehensive technical knowledge to protect the integrity of components and systems, which provide NAS services.- Ability to focus on overall NAS systems performance and causes of system degradation.- Ability to apply skill in resolving unique technical problems.- Ability to be the primary technical point of contact for complex NAS systems with the knowledge and expertise to provide technical guidance and direction for multiple systems.- Expertise as Contractor's Office Technical Representative (COTR)/Technical Office Representative (TOR) on major NAS projects or programs. NOTE: Use for ANI positions only- UNLESS applicable to the position as identified by the Selecting Official.- Ability to work with high level representatives of outside organizations including DOD, Airport Management, contractors, etc.- Ability to collaborate with system users, planners, engineers, and vendors on installing or improving complex automation systems in the NAS.- Ability to develop broad recommendations on enhancing the efficiency of NAS systems by modification and application of existing or emerging technology.To qualify for this position, candidate must show experience at the level of difficulty and responsibility that demonstrates an exclusive of and experience in technology system interrelationships, and management of civilian or military automated aviation, navigation, and electronics systems. Generally, experience at the next lower level (Pay Band H/Level III or equivalent), meets the minimum qualifications for this position as long as the experience supports the demonstrated abilities identified below.In addition to your resume, in the space provided under each Demonstrated Ability, you MUST provide a NARRATIVE justification on how you meet this ability.
