The primary purpose of this position is to monitor and perform budget and financial functions pertaining to administrating and estimating funds for assigned areas of responsibility including appropriations, program elements, and special programs.
Duties
Performs budget formulation work, operating budgets, and related execution documents involving preparation of detailed analyses and estimates of annual funding for one or more future budget years for assigned programs.
Performs budget execution work involving monitoring obligations incurred and resulting expenditures of funds and the administration and review of requests for allotments of funds for distribution to program managers.
Prepares guidance on budgetary procedures and/or interpretations of standard procedures and regulations on the various phases of budget administration. Prepares and provides guidance/interpretations within time frames that are responsive to the needs of the budget staff and program managers.
Provides analytical studies independently or by assisting or guiding staff working groups for undertakings of importance to 502 ABW and AETC programs and operations. Applies scientific methods of investigation and professional research procedures involving economics/cost analysis techniques, operations research techniques, and other computer supported management sciences in the process of structuring, analyzing, and documenting results from examination of alternative plans or proposals for command programs from the standpoint of cost effectiveness.
Prepares management orientation briefing to assist the Comptroller in the preparation of financial management information concepts and techniques. Briefing may contain statistical data to show financial implications or may involve the explanation of accounting budgeting and analysis concepts used or proposed in the conduct of the command financial management program.
Uses automated budgetary system(s) and computer-generated procedures in accomplishing budgeting assignments. Periodically performs quality checks of automated system data-based information ensuring accuracy, validity, and regulatory requirements are met and maintained at a standard of adequacy sufficient to produce reliable reports and products for use in the budget process.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of budgetary policies, precedents, goals, objectives, regulations, and guidelines of the agency or component, organizations, or program assigned, types, and methods of funding for organizations and programs, and budgets and programs of other agency components and organization. The position requires knowledge and skill in application of cost analysis methods and techniques to analyze and evaluate the effects of continuing changes in program plans and funding (e.g., economic, analysis, cost-benefits analysis, regressions, management by objectives, probability theory, etc.)
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of structure, programs, and work methods of organizations for budgeting work. Knowledge gained in an Air Force environment is highly desirable.
A detailed intensive knowledge of the agency budget policies, precedents, regulations, and guidelines.
Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls, guidelines, and regulations.
Ability to communicate clearly and effectively both orally and in writing; AND Ability to select and apply a variety of analytical methods and techniques to budgetary processes.
Knowledge of budgeting regulations and procedures for providing procedural guidance on budget administration; AND Knowledge of computerized budget systems.
Ability to apply various cost methodologies and estimating techniques to various cost analysis requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
