This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Chief, Maintenance Section, for Project Office; oversees day to day upkeep and maintenance of building facilities, navigation projects, confined disposal facilities vehicles, and grounds.
Duties
Develops and coordinates short- and long-range plans for maintenance activities, such as Facility Master Planning.
Applies sound technical principles to prepare contractual scopes of work, specifications, schedules, and performance standards for the procurement actions within mission areas.
Ensures receiving and payment actions conform with fiscal law requirements and completed within agency guidelines.
Assists in preparation of drawings, computations, reports, and condition assessments.
Works closely with other supervisors, engineers, budget staff, and contracting staff to ensure product documents are completed successfully and on-time.
Coordinates with elements within and outside the Project Office for technical support necessary to resolve complex maintenance deficiencies.
Advises supervisor, maintenance personnel, and others in the development of the annual work plan, WO prioritization, asset criticality, and WO status.
Establishes and maintains organizational and functional structure of the organization in accordance with mission requirements.
Explains work requirements, methods, policies, and procedures; identifies developmental and training needs of employees.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes planning, estimating, directing, and supervising all work in connection with the maintenance and improvement of the office facilities and navigation projects.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
