This position provides technical and clerical assistance to the Birmingham VA Health Care System, Business Management Service, File Room. Incumbent will be responsible for scanning medical records into the Computerized Patient Record System.
Duties
Duties:
The Scanning/Verification Clerk within the Fee Unit in Business Management Service. The Fee Unit received approximately 250 invoices per day for treatment of Veterans at various private facilities and home-based care. It is a VISN requirement that all invoices received must be process within 30 days of receipt.
Major duties include but are not limited to:
Processing in daily mail in the Fee Unit and forwarding all medical records received to Health Information Management Section.
Scanning all invoices received into the FBCS system on a daily basis.
Verification of all claims received to ensure they are accurate and complete for processing.
Review and process all invoices in the Optical Character reader (OCR) daily.
Manual loading of un-scannable claims daily into FBCS.
Sort and mail vendor letters daily for the Fee Unit.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement 08/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-4 position you must have served 52 weeks at the GS-3. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
General Experience: You must have one (1) year of general experience equivalent to at least the next lower grade GS-03 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled,

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two (2) years of education above high school. NOTE: This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (TRANSCRIPT REQUIRED),

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed post-high school education and qualifying experience. NOTE: For GS-3 and GS-4 level positions, determine the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determine the applicant's education as a percentage of the education required for the grade level; then add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level (TRANSCRIPT REQUIRED).

Physical Requirements: The incumbent works in a general office setting. Duties require prolonged sitting, some walking and light lifting of medical records. Requires long periods of interaction on CRT's that may be strenuous to the eyes, back, and wrists.
