The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
Translate complex technical efforts for mission and, conversely, translate mission requirements into actionable problems.
Engage with customers to determine the nature of the problem, evaluate options, and offer recommendations for solution.
Acquire, process, and refined data sets from various sources; utilizing computer programming and/or data science capabilities, when necessary.
Identify and use standardized methodologies and analytic tools to address existing or potential intelligence problems and collections strategies; participate on teams to develop new technologies and applications, as needed.
Provide leadership and/or oversight to data science problems that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure alignment with strategic or corporate objectives.
Oversee the work of contract team members as required; monitor work activities to ensure policies and procedures are followed.
Exercise independent priorities and plan research and other projects; establish project goals.
Qualifications
Demonstrated experience translating complex, technical, scientific, or multi-disciplinary information into easily understood narratives for a diverse range of audiences.
Demonstrated ability to leverage multiple data management tools to organize relevant information and make decisions.
Extensive knowledge of appropriate analytic methods and methodological tools in one or more of the following areas: applied mathematics (e.g. probability and statistics, formal modeling, computational social sciences); computer programming (e.g. programming languages, math/statistics packages, computer science, machine learning, scientific computing); Visualization (e.g. GIS/geospatial analysis, telemetry analysis); Identity Intelligence (e.g., biometrics, entity extraction, networking, targeting).
Demonstrated experience leveraging multiple data management tools to organize relevant information and make decisions.
Demonstrated analytical and critical thinking skills, including superior ability to think strategically.
Strong ability to evaluate data drawing pertinent inferences from data trend analysis, and interpretation of such inferences in keeping with the requirements of officials responsible for planning or for making policy decisions.
Bachelor's or Master's degree in quantitative or technical field of study (e.g. statistics, mathematics, computer science, physical science, economics, Geographic Information Systems) or comparable coursework and training that demonstrates competency in the field.
