This position is located within the Mechanical Shop, Engineering Service, Hampton Veterans Affairs Medical Center (VAMC).The primary function of the maintenance mechanic work leader is to distribute work to the various trades either through electronic work order or instructions received from the immediate supervisor.
Duties
Work leaders (WL) distribute work to a diversified group of nonsupervisory employees in accomplishing an extremely wide variety of functions assigned to the shop. On a daily basis, these include the overhaul, maintenance, repair, modification, testing, evaluating, safety inspection, adjusting, rebuilding, preventative maintenance, installation, analyzing and troubleshooting of the following:
Steam systems: (Heating, medium and high pressure).
Station Domestic Water Distribution Systems, Gas Distribution Systems and Sanitary Systems
Fire Protection Systems
Pneumatic and Hydraulic Equipment
Mechanical Equipment
Roofing
Welding
Heating, Ventilation, Air Conditioning and Refrigeration
The WL plans daily work, assigns tasks based on priority and establishes the proper sequence of work operations to accomplish work on time and in accordance with applicable directives. Also assists the supervisor with setting up and maintaining a good preventative maintenance program with priority being given to equipment with a critical listing of 8 or above.
The WL will purchase tools, equipment, parts, service, and other items required to meet the mission of the mechanical shop using a government purchase card. The incumbent must also have a valid driver's license.
Assists supervisor with recommending new equipment and tools as well as the relocation of present equipment to facilitate higher production.
Assists the supervisor with review of blueprints and specifications for station level projects and participates in various inspections for contractor work done under that section.
Approves leave in the absence of the supervisor and keeps time and attendance records. Should be computer literate to the extent of performing applicable assigned tasks on the Decentralized Hospital Computer System and other tasks involving basic computer functions such as Microsoft Word and Microsoft Excel.
Understands specific medical center safety requirements and assures that safety is a priority with regard to patients and staff, visitors, coworkers, and property.
The mechanical shop utilizes an average of twenty two annual maintenance contracts which include quarterly service and maintenance calls from each vendor throughout the year. Assists with follow up on services provided by each vendor and certification of invoices that are issued quarterly for prompt payment. Receives contracting officer representative certification within first eight months of employment and maintain certification as required.
The duty of the Contracting Officer Representative (COR) is to ensure that the government receives all that it has bargained for. A COR must be appointed for Architecture and Engineer, construction, hazmat contracts exceeding $25,000, all healthcare contracts for services, and multi-year service contracts. The Contracting Officer (CO) must delegate authority to the COR through an official delegation of authority letter which outlines the responsibilities and duties of the COR..
During option years, the COR is responsible for updating HR certifications (for medical sharing contracts) and new approvals, the Independent Government Cost Estimate and market research.
CORs are subject to and must comply with all aspects of procurement integrity regulations related to disseminating contract information. The COR may represent the Program Office as the responsible party for developing procurement packages.
CORs are required to maintain contract administration files in accordance with VA policies and procedures including but not limited to: VHA SOP 160-10-01, Procurement Process, Security Handbook 6500.6, VA Directive 1663.
The COR is responsible for ensuring compliance with invoice validation processes before invoices are certified.
The COR is responsible for completing the training for FAC-COR certification, VHA supplemental training, and any additional training based on the complexity of the contracts they administer.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirement: Will be required to lift, carry, push or pull a variety of materials and equipment such as pumps, motors, fixtures, tools, ladders and testing equipment. Incumbent handles, lifts, or carries up to 50lbs. on a frequent basis, and occasionally over 50 pounds. Will also be required to climb, balance, stoop, kneel and crouch to make necessary repairs.
Working Conditions: Due to the diverse trades in the mechanical shop, the work leader will be required to work in conditions with high humidity, hot and cold temperatures as well as varying and extreme weather conditions when working outside. Will frequently work with exposure to dust, noise, grease, vibration, gases and fumes. The leader will frequently work in areas such as mechanical spaces with steam systems, hot and chilled water systems, air handling units, heat exchangers, chillers, and pumps. Additionally, will work on rooftops, crawl spaces, attics, unconditioned spaces, and on underground utilities.
Shall be required to wear various types of respirators which may prohibit facial hair growth.
State Driver's License. The position requires that the incumbent must possess a valid driver's license. Requires occasional travel to satellite VA facilities with a government furnished vehicle to support these facilities as required. In addition, this position is a critical position and will require supporting the hospital in emergent situations at all hours; must have the capability to drive to the facility.
