The primary purpose of this position is to manage the public affairs program of the 480th Intelligence, Surveillance, and Reconnaissance Wing, and its subordinate units, providing planning, developing, organizing, and communicating the organizations programs, policies, and activities to various regional, national, and international officials.

Duties

Serves as the 480th ISRW Public Affairs (PA) Program Manager. Develops 480th ISRW PA policy & programs and provides guidance on related issues. Represents the 480th ISRW PA office with a variety of installation and local governmental, public, civic, service, industry, educational, and media organizations. Translates and explains technical operations into widely understandable language for the public.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and requires eligibility for access to SCI, other Special Sensitive information, or involvement in Special Access Programs to perform the duties of the position. A non-disclosure agreement must be signed.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: using rules, procedures, and practices within the Public Affairs discipline with the ability to apply this expertise to develop new approaches, methods, or procedures in regards to media relations, community engagement, command information and senior leader support; Possess analytical skills to include: gathering, evaluating, and interpreting complex data in all areas of the Public Affairs discipline; and drawing appropriate conclusions from conflicting data including determining what kinds of information are needed and ways of collecting data KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles and methods in written and oral communication, applied to develop and implement comprehensive public affairs strategies, including managing public information dissemination, internal communications, and fostering community relations across diverse audiences. 2. Knowledge in public affairs program management, encompassing understanding of concepts, principles, and operational practices. Skilled in planning, organizing, and directing staff functions and coordinating off-site unit responsibilities and employing effective communication strategies to facilitate intercommunication between organizations and various stakeholder groups. 3. Knowledge of the organization's operations and functions sufficient to communicate accurate information and modify standard methods and adapt approaches in the development of new information materials to meet organizational needs. 4. Skill in utilizing and applying a wide range of communication strategies and techniques, including visual media (illustrations, photography), multimedia presentations, television/motion picture production, and digital platforms (social media). Proficient in leveraging these media to effectively convey organizational messages and information to specific target audiences. 5. Skill in gathering, evaluating, and interpreting data to plan and develop news stories, features, and quasi-technical articles, identifying potential issues, and providing valuable recommendations and resolutions. 6. Ability to present information orally in a logical, clear, and concise manner to audiences with differing levels of comprehension. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
