This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD HR Management Systems Division. The incumbent will be responsible for requirement specifications and analysis related to HRMSD solutions.
Duties
Develop and execute test plans and test cases;
Execute assigned tasks associated with customer implementation;
Provide Tier 3 support to customers under operations and maintenance;
Participate in customer meetings and teleconferences;
Assist in collecting and documenting customers' business and system requirements;
Review and ensure accuracy and completeness of requirements with HRMSD staff and customers;
Develop a variety of system documentation to include: use cases, business process descriptions, system analysis, preparing specifications, user guides, and online help.
Qualifications
Applicants for the Functional Systems Analyst, GS-0301-11 must meet one of the following:
One year of specialized experience that is comparable in level of difficulty and responsibility to that of the next lower grade level (GS-09) in the Federal Service that includes: Substantive knowledge in two or more human resources management areas requiring an ability to apply fundamental human resources management concepts, principles, practices, laws, including OPM regulations and guidelines; substantive knowledge of automated HR management systems processes and procedures; researching and analyzing system problems and interpretation and application of appropriate policies and procedures; knowledge of testing procedures and environments.

Possess a Ph.D., an equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree Business Information Systems, Information Technology, Information Systems Management, Mathematics, Operations Research, Technology Management, Human Resources, Organizational Management or related field. OR
Possess an equivalent combination of qualifying graduate education and specialized experience as described in option A above. For example 6 months of specialized experience and one and a half years of graduate study, i.e. 27 semester hours or 41 quarter hours of graduate coursework as described above. Applicants for the Functional Systems Analyst, GS-0301-12, must possess the following:
One year of specialized experience that is comparable in level of difficulty and responsibility to that of the next lower grade level (GS-11) in the Federal Service that includes: applying Human Resources (HR) rules, principles, and practices as they relate to automated HR systems; resolving complex customer support issues relating to system configuration and/or system integration; building and modifying complex Oracle Business Intelligence Enterprise Edition (OBIEE) reports and dashboards; understanding of how OBIEE reports and dashboards relate to the Data Models used in Datamart.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
