Duties
Summary for GS-7: The primary purpose of this position is to serve as an Education Services Specialist in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position. All training must be completed, and regulatory requirements met prior to promotion. Full Performance to SCPD 9GL23, Education Services, GS-1740-09.
Summary for GS-9: The primary purpose of this position is to plan, implement, administer, and advise on Education and Training Flight's (ET&F) academic opportunities, tuition assistance program, career and force development programs, and other education and training services and activities provided to military members, retirees, Department of Defense (DoD) civilian members, and their families.
Duties for GS-7
Performs developmental assignments.
Performs recurring assignments.
Participates in special initiatives, studies, and projects.
Prepares written correspondence and other documentation.
Duties for GS-9
Provides individual career, academic, and force development advisement to military personnel of all ranks, their dependents, and/or civilian personnel pursuing undergraduate/graduate, vocational, technical, licensure/certification, and professional development opportunities at various levels.
Serves as technical expert on a variety of educational programs.
Provides mass briefings and a variety of outreach and customer services duties.
Performs a variety of administrative duties related to the educational counseling program.

- Work occasionally requires travel away from the normal duty station on military or commercial aircraft.

- A bachelor’s degree that includes or is supplemented with study in education or a subject-matter field appropriate to the position is required.
- This is an obligated position in which an employee has return rights. Upon the employee's return, incumbent may be required to vacate the position.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Service series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required. NOTE: You must submit a copy of your transcripts with your application.
Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
Adult education: Study of the adult as a learner, teaching-learning theories for adults, models, and procedures for planning, designing, managing, and evaluating adult learning activities.
Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
Teaching methods: Study of teaching strategies and learning styles of the adult learner.
Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE For GS-7: Applicants must have at least one year of specialized experience equivalent to the GS-05 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, public or private sector) which includes knowledge of the basic principles, concepts, and methodology used in Education and Training. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. Ability to gather and analyze basic facts and draw conclusions.

EDUCATION For GS-7: Applicants must have successfully completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or applicant has a bachelor's degree in education or a subject matter area related to the position and claiming Superior Academic Achievement. NOTE: You MUST submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION For GS-7: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You MUST submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS For GS-7: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.?
SPECIALIZED EXPERIENCE For GS-9: Applicants must have at least one year of specialized experience equivalent to the GS-07 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, public or private sector) which includes knowledge of DoD, AF, and major command directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility. Knowledge of education theories, principles, and techniques, and the ability to use those techniques to gather educational and personal information in order to advise individuals regarding educational and vocational needs/opportunities. Knowledge of military and civilian occupations and occupational trends and the physical, mental, educational, and experience requirements of various occupations applied with a knowledge of educational institutions and programs to make appropriate recommendations, practices, and techniques of educational instruction. Knowledge of safety and security regulations, practices, and procedures.

EDUCATION For GS-9: Applicants must have successfully completed two years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. The education must demonstrate the knowledge, skills, and abilities necessary to do the work of an Education Services Specialist. NOTE: You MUST submit a copy of your transcripts.
