The Supervisory Financial Administrative Specialist (Billing) serves as a Supervisor in the Billing Department and reports directly to the Billing Manager falling under the chain of command of the Chief Operating Officer (COO). This position is responsible for performing a broad range of duties to achieve the established Office of Community Care expected results for medical billings, and reimbursable and non-reimbursable collections.
Duties
Insures that all billing information entered and maintained in the automated billing system is timely and accurate.
Exercises management responsibility for billing activities for assigned CPAC clients, Initiates claims for healthcare services, equipment and/or medication in accordance with prevailing guidelines.
Reviews health insurance policy provisions to identify and comply with individual plan requirements for pre-certification, authorization, etc. for inpatient, outpatient, equipment and/or medications.
Maintains accurate claims data in order to ensure that systematic and ad-hoc reports reflect correct and timely information concerning days-to-bill, amounts billed, CPT codes, etc.
Prepares correspondence, reports, memoranda or other written products concerning a wide range of issues surrounding billing activities.
Interprets billing laws, rules, regulations, and policies, developing and implementing local policies, and defining administrative requirements.
Ensure all assigned staff receive quality and timely technical training applicable to their position and comply with all Federal, VA, VHA, OCC and CPAC mandated training requirements.
Establishes and maintains effective working relationships with others throughout the organization as well as externally. These include high ranking department officials, officials of other government agencies, members of the public as well as colleagues and subordinates.
Prepares and delivers briefings to Billing Manager on findings and recommendations on problems in organizational structure, staffing, administrative procedures, work processes or workload distribution.
Observes staff performance, providing performance and productivity input and taking appropriate steps to recommend and/or effect changes when needed to enhance employee performance.
Provides advice, counsel or instructions to employees on administrative and technical matters. Hears and resolves minor employee complaints, referring more serious matters to the Billing Manager.
Establishes and maintains effective work relationships in meeting and dealing with others throughout the organization, acting as the CPAC Billing Liaison for the VAMC, OIT, E-Billing, Change Healthcare, other industry representatives, Veterans and members of the public.
Performs other duties as assigned.
Work Schedule: 8:00 am - 4:30 pm

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/26/2024.
GS-09 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Develop and execute action oriented tactical plans that integrate budget, human capital, timeliness, milestones and desired outcomes.
Initiates claims for healthcare services, equipment and/or medication in accordance with prevailing guidelines.
Serves as technical authority and subject matter expert in the timely and accurate preparation and submission of claims for healthcare services, equipment and/or medication and advises subordinates in the Billing department within the CPAC.
Insures that completed claims are submitted for payment within the time frames established by industry standard(s) and/or VHA requirement.
Provide billing oversight and administrative supervision of those staff performing billing and billing related functions under the position's area of responsibility.
Interprets billing laws, rules, regulations, and policies, developing and implementing local policies, and defining administrative requirements.
Directs, coordinates and/or oversees work performed by subordinate staff.
Corresponds with internal and external agency customers, beneficiaries, vendors, insurance companies, legal representatives and General Counsel by mail, email, telephone or facsimile regarding proper and complete billing disputes, cancellations for third party liability cases.

Education: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. OR J.D., in a related field of the position to be filled. (TRANSCRIPTS REQUIRED).
OR,
Combination: Applicants may also combine education and experience to qualify at the GS-09 level. You must possess an equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level.
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
