THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Chaplain (Title 32) (Indefinite), Position Description Number D2465000 and is part of the VA 192 FTR WG, National Guard.

Duties

As a Chaplain (Title 32), GS-0060-12, you will perform the below duties: : Ensures the Wing Ministry Support Plan conforms to goals and objectives of the Wing Chaplain, Wing Commander, State Chaplain, Air National Guard Chaplains Corps and religious needs of the serviced population. Recommends changes and determines policy compatibility and compliance with office and wing program resource requirements and serviced population needs assessment. Reviews training strategies and executes appropriate training methods to ensure compliance with technical and tactical staff proficiency requirements, along with Wing quality of life programs and related constituencies needs. Performs the full-range of administrative and behind-the-scene support required to execute training programs. Conducts training such as: resiliency, suicide prevention/intervention, and Strong Bonds. Prepares Wing Airmen for full deployment cycle by providing programs (e.g. Strong Bonds) and direct care. Procures and maintains religious supplies ensuring their distribution through the coordinated efforts of Airmen & Family Readiness office, Chaplain Assistants, Director of Psychological Health and other supporting agencies. Provides immediate Chaplain Corps support for individual or unit emergencies, natural disasters, man-made disasters or planned special events. Provides on scene support, suicide prevention, critical event debriefing, defusing support, and follow-up and referral service. Ensures Chaplain Corps support for specialized Joint Force Headquarters (JFHQ) functions such as Chemical, Biological, Radiological, Nuclear and Explosive Enhanced Response Force Package (CERFP) Teams, Civil Support Teams (CST), National Guard Reaction Force (NGRF), Emergency Operations Center (EOC), and Joint Operations Center (JOC). Coordinates all ANG Wing Chaplain Corps activities with the Wing Commander; JFHQ Chaplain; Director, ANG Chaplain Corps; and NGB Joint Chaplain Operational Element (JCOE); for all Chaplain support issues, situational awareness, communication, and coordination. Direct Religious Support to Personnel: Provides and/or coordinates religious support to full-time ANG personnel as needed: officiates at ceremonies (e.g., prayers when requested at changes of command, retirements, deploying personnel departures, welcome home events, etc.); performs visitation (e.g., personnel in workplaces, hospitals, units, etc.); advises on personnel management issues (e.g., conscientious objectors, hardship discharges, workplace violence, etc.); serves as Crisis responder (e.g., death/casualty notifications, casualty affairs officer assistance, mass casualty events, suicides, etc.); provides information on religious organizations, practices and customs, Non-Governmental Organizations and Faith-Based Organizations (FBO's); and provides spiritual leadership and advice to commander. Conducts multiple professional trainings for the entire wing (e.g., Wingman Day event; Religious Freedom and Accommodation; Pre-/Post-Deployment briefings, Comprehensive Airman Fitness training, etc.) Provides non-clinical care and assistance to the wounded, seriously ill and injured personnel and their families. Fully engaged in the Community Action Information Board (CAIB)/Integrated Delivery System (IDS). Participates in program oversight decisions and actions that mitigate negative trends across the wing. Participates in the development of the Community Action Plan (CAP). Provides a background of knowledge and understanding to the Commander's key wing team. Participates in the formulation and execution of the Two Year Community Action Plan. Member of multi-professional "Wing Care Team" (e.g. DPH, AFRPM, SG, Chaplain, Command CMSgt). Duties may include: crisis response, comprehensive care of military members and families, organizing and implementing Wellness Fairs, reintegration events, other health-and-wellbeing event planning and organizing, staffing and maintaining a Wellness Center on the base. Strives for unit resilience through Comprehensive Airmen Fitness (CAF) planning and training on the spiritual component ensuring CAF is maintained in the two-year CAP cycle, evaluated for impact (metrics and feedback) and improved for future employment. Develops and maintains a "Community Network of Caregivers." Serves on local ministerial association to build a bridge of cooperation between the community, its resources and the Wing. Hosts periodic Clergy Day events. Identifies and honors local ministries. Participates in or hosts annual Veteran's Day/Day of Prayer celebration. Raises the communities' awareness/appreciation of the Wing by cultivating communication in extended community relationships through affiliation with local groups, clubs, special agencies and business organizations. Partners with local community organizations such as Kiwanis, Rotary, Ruritan enhancing community understanding and appreciation of military life. Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

GROUP III - Individuals eligible for membership in the Virginia Air National Guard. Military Grades: Enlisted Member (E1/AB-E19/CCM) or a Commissioned Officer (O1/2LT - O4-MAJ) GENERAL EXPERIENCE: Applicant must have experience providing chaplain support. SPECIALIZED EXPERIENCE: Applicant must have at least 24 months of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as: Experience reviewing training strategies and executes appropriate training methods. Experience preparing soldiers for full deployment cycle by providing programs and direct care. Experience providing and/or coordinating religious support to personnel as needed. Experience providing on scene support, suicide prevention, critical event debriefing, defusing support, and follow-up and referral service.
