This position is located in the Cybersecurity Division of the Office of the Chief Information Officer (CIO), at Defense Media Activity (DMA) Headquarters. Responsible for developing, improving, and implementing Cybersecurity, and Vulnerability Management programs agency wide.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated June 23, 2023. As a IT Cybersecurity Specialist (Network/Infosec) at the GS-2210-13 your typical work assignments may include: Acts as a subject matter expert to establish, implement, and assess cyberspace requirements, vulnerabilities, and processes to comply with DoD CIO, Joint Force Headquarters Department of Defense Information Network (JFHQ-DODIN), and DISA and immediate responses. Ensures rigorous application of information security/information assurance policies, principles, and practices in the delivery of information system and network services. Maintains vigilance against threats to network and data communications infrastructure ensuring confidentiality, integrity, and availability. Provides assessments of information systems across cybersecurity categories including risk, firewalls, security policies and procedures, threat and vulnerability, network and system scanning, virus, web security, compliance, security countermeasures, security system integration, and certification and accreditation processes. Ensures Activity-owned or -controlled information systems are assessed for cybersecurity vulnerabilities on a regular basis, and that appropriate cybersecurity solutions to eliminate or otherwise mitigate identified vulnerabilities are recorded, directed, and implemented. Develops and recommends policies governing services and objectives for cybersecurity of activity service delivery.

  • Must be able to obtain and maintain a top-secret security clearance. Failure to obtain or retain a secret security clearance may result in termination of employment.

  • This is a term appointment NTE 4 Years. Potential exists to convert to Permanent but is not guaranteed.
  • Term appointments may be extended up to a maximum of ten years;
  • and noncompetitive conversion of employees on term appointments to career-conditional or career appointments under specific conditions but a conversion to career or career conditional appointment is not guaranteed.

Qualifications

You may qualify at the GS-13 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Developing, improving, and implementing Cybersecurity, and Vulnerability Management program on classified and unclassified networks and systems. Providing management and coordination of internal efforts towards timely and efficient support of the local, remote, and contingency sites in all theaters of operation supporting agency activities. Providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical cybersecurity issues, security concepts, methods, standards, and practices in compliance with cybersecurity policies, procedures, laws, regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210. You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following four competencies listed below: 1. Customer Service - Works with clients and customers (any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
